HMRC's Fraud Investigation Service (FIS) is responsible for the department's civil and criminal investigations.
FIS provides HMRC with an effective investigation arm to enforce the Department's compliance policies. This enables the Department to deliver against the strategic responsibilities across all the taxes and duties it administers. This includes complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds and a host of other fraud attacks targeted at the tax system.
FIS is home to a wide range of people with a variety of skills and professional backgrounds - including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach.
Covert Operations, Digital Exploitation (CODE) sits within FIS. Working across Law Enforcement and government, CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime.
Crime Scene Investigation team within Covert Operations, Digital Exploitation (CODE), part of HMRC's Fraud Investigation Service (FIS) is an integral role in His Majesty's Government's fight against serious and organised crime, attending crime scenes to recover fingerprints, DNA and other evidence and supporting investigations totalling hundreds of millions of pounds each year.
We are seeking to recruit a CSI Technical Manager to support the HMRC Crime Scene Investigation team towards implementation of ISO 17020 and Forensic Science Regulator Code of Practice accreditation. The candidate will assist FIS Investigation Officers in delivering all aspects of forensic support, developing intelligence in the proactive environment, and securing forensic evidence in reactive operational activity. The nature of the role means flexibility is key, with opportunities for frequent travel throughout the UK and overnight stays likely as part of a pan-UK CSI team.
The role of CSI Technical Manager requires the undertaking both CSI accreditation related activities and operational forensic CSI activities.
The role will require the development and maintenance of CSI Policy documentation to support the organisation in achieving and retaining ISO17020 accreditation and compliance to the FSR Code of Practice. This will include the design and implementation of validation and verification tasks, recording and monitoring of data, undertaking training and Competency activities and subsequent involvement in the participation in UKAS accreditation assessments.
The role will require attendance at crime scenes to examine, record and recover forensic evidence to support investigations by maximising forensic intelligence and evidential opportunities. Support the HMRC CSI team in achieving and retaining ISO 17020 and FSR Code of Practice accreditation and ensuring that quality standards are maintained.
Develop, review and maintain CSI policy and procedure documents that are compliant with ISO 17020 and the FSR Code of Practice.
Undertake and record competency assessments and proficiency testing for the CSI team.
Support the design and implementation of CSI technical method validation plans.
Support the design and implementation of any batch testing of consumables and other anti-contamination strategies.
Ensure that all duties undertaken are completed in compliance with ISO 17020, and other statutory and regulatory requirements as applicable.
Provide technical advice and guidance to the HMRC Quality Management team, CSI Technical Management team, and the CSI team.
Identify and maximise forensic intelligence and evidential opportunities to support HMRC objectives.
Participate in the delivery of forensic training to HMRC investigators.
Completion of a recognised, post-academic Crime Scene Investigation training course from the College of Policing, a Law Enforcement Agency or equivalent professional training provider.
Considerable experience in the field of crime scene examination and ongoing forensic case management in serious and complex investigations.
Full UK Driving licence including manual transmission. We recognise that some people cannot drive due to a disability or underlying health condition and may not be able to meet this requirement. Completion of a recognised, post-academic Crime Scene Management/Crime Scene Coordination Course from the College of policing, a Law Enforcement Agency or equivalent professional training provider, and experience in that role.
Experience of supporting fraud investigations.
Experience of contributing to a quality management system, such as the production of standard operating procedures, the conduct of internal auditing, or the development of competency and validation frameworks.
Please note that there is an expectation that DNA and Fingerprints will be held on elimination databases.
Training Requirements
As part of ongoing professional development, relevant training will be identified and provided in line with the existing experience of the successful applicant and the business requirements of the job role. Training and Assessment Period (TAP) is 12 months.
Public and Personal Safety Training (PPST)
Applicants will be required to be cleared by an occupational health assessment to be able to attend a public and personal safety training (PPST) course. Successful completion of the PPST is required to undertake duties away from the office for this role. Full UK Driving licence including manual transmission

We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.

Hybrid working at HMRC
HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office. Our offices provide opportunity for interaction, collaboration which aids learning and development and a sense of community. Where the role allows it, and where the home environment is suitable, colleagues can work from home for up to 2 days a week, averaged over a calendar month (or a proportionate amount of time for colleagues who work less than full time).
