Location: Knowsthorpe Gate (Or any Leeds City Council building)

As a Senior Appeals Officer you will deal with all matters relating to parking legislation and oversee the Recovery process. Working in an extremely busy office with tight deadlines and large work loads within the time frame set out by legislation.

The role is varied. You will be trained in all aspects of the process.

This role is based in the UK. Home Office guidance states that candidates must evidence their right to work in the UK prior to commencing employment, either as a UK or Irish citizen, under the EU Settlement scheme or having secured any other relevant work visa.

Job description

Job purpose:

As a Senior Appeals Officer you will have a positive outlook to able to deal with all matters relating to parking legislation and oversee the Recovery process.

Be proactive with the Recovery process and liaise with the Enforcement Agents and other authorities.

Have the experience of running of a smooth office when deputising for the Processing Team Leaders as and when required for the appeals and customer service officers.

Responsibilities

15. To oversee the CPE appeals and debt recovery process in relation to Penalty Charge Notices.
16. Oversee the preparation of formal parking appeals cases.
17. Undertaking detailed investigations regarding formal parking appeals and cases at debt recovery, county court, Traffic Enforcement Centre (TEC) or the Enforcement Agents.
18. Deal with and respond to telephone calls, correspondence and documents relating to Penalty Charge Notices and the parking services.
19. Liaise with the Traffic Penalty Tribunal (TPT) regarding formal appeals and attend tribunal hearings, when necessary. In person, on Teams or by alternative means.
20. Liaise with TEC, the DVLA and debt recovery agencies as required.
21. Liaise with Parking Enforcement staff and other Council departments including Traffic, Legal services and other external agencies including the Police, Magistrates Court and attend court where necessary.
22. Manage both manual and electronic Traffic Regulation Order system within Parking services for storage and retrieval purposes.
23. To deputise for the Processing Team Leaders as and when required to include supervising and monitoring the day to day working of the appeals and customer service officers, ensuring the smooth running of the office
24. Use of systems associated with parking management and GIS.
25. Deal with payments received by phone, post or internet, including liaising with the Finance team for payment queries.
26. Maintain and analyse management control information.
27. Support the development of staff witing the current staff appraisal performance and Learning (PAL) systems as assist with staff training.
28. Work within departmental- Safety Policy taking responsibility for your own safety and that of other.
29. When carrying out the duties of the post, and as an employee of the Council consider the implications of the Council’s: Core Values Equality and diversity Policy Environmental Policy. Comply with Standing Orders, Financial Procedures and Quality Assurance.
30. Any other duties commensurate with the scale of the post.
31. Take responsibility for developing your own performance within the job.
