Environmental Health Manager (Protection & Housing) – Maldon District Council

Permanent, Full Time

Salary: From £47,855.90 to £53,175.80 per annum

Location: Maldon

About the Role

The Environmental Health Manager (Protection & Housing) role supports Maldon District Council through partnership with Essex Shared Services. The position is full‑time, hybrid with an expectation to attend the council office twice a week.


Role Purpose

Provide a specialist, professional service, delivering high standards of advice and support to resolve cases of varying complexity. Ensure compliance with statutory regulations, legislation, professional codes of practice and council policy. Enable the delivery of projects, interventions and initiatives, develop policies in line with corporate and business plans, and maintain quality and specialist knowledge within the environmental protection/private sector housing team. Manage enquiries, complaints and cases, acting as a role model for service delivery, communication and wellbeing.


Accountabilities – Service Delivery

* Deliver customer‑focused specialist advice and services for environmental protection & private sector housing, staying up to date with current and emerging legislation and best practice.
* Manage complex or contentious applications, cases and inspections requiring specialist knowledge, acting as the single point of contact for customers and attending court or appeals as appropriate.
* Support and advise the multi‑skilled team on less complex cases.
* Maintain personal and professional development to the required standards.
* Collaborate with colleagues across the organisation, members, partners and stakeholders.
* Access and accurately update all relevant information systems, ensuring compliance with Data Protection principles.
* Prepare and present reports to Planning Area committees and other internal and external meetings.
* Act as a member of corporate or community project teams, providing specialist advice and input.
* Own key professional and technical stakeholder relationships on behalf of the council.
* Lead a team of environmental protection/housing officers, ensuring professional services meet customers’ needs.
* Assist in developing the community of practice across the organisation, mentoring staff and supporting career development.
* Oversee day‑to‑day operational management of direct reports, following HR policies and processes.
* Support the Head of Service with performance monitoring, financial planning and input into service plans and strategic documents.
* Promote effective two‑way communication and feedback across all teams, sharing important management updates where appropriate.
* Encourage praise, peer‑to‑peer feedback and recognition of achievement.


The Experience You Will Bring

* Degree/relevant qualification and/or extensive work experience in environmental protection or private sector housing.
* Management or professional qualification, or equivalent experience.
* Member of a relevant professional body (e.g., Chartered Institute of Environmental Health).
* Previous experience in a management or team‑leader role.
* Evidence of continuous and professional development (CPD).
* Understanding of governance arrangements for the service and the council.
* Demonstrated working experience and knowledge of environmental protection practices and methodologies.
* Sound knowledge of legislation and developments in environmental protection and private sector housing.
* Excellent customer‑service orientation.
* Track record of continuous improvement and business process redesign.
* Ability to give sound advice and guidance on a wide range of cases, topics or issues.
* Experience managing a range of complex environmental protection cases with minimal guidance.
* Experience of leading and ensuring professional practice and high standards of customer delivery.
* Experience of effective staff management in alignment with HR policy and process.
* Experience working in the public sector and knowledge of local‑authority regulation and governance arrangements.
* Experience of process improvement ensuring processes are fit for purpose and meet customer needs.
* Effective communication with stakeholders, internal and external customers, senior officers and members.
* Financial and commercial acumen, managing budgets and resources efficiently.
* Proven ability to cultivate a high‑performance, collaborative and inclusive culture.
* Proven ability to enforce legislation where appropriate.
* Proven ability to manage staff in a hybrid environment, setting targets and managing workflow.
* Ability to manage changing priorities in a fast‑paced environment and meet deadlines.
* Excellent timekeeping and management of Outlook 365 email and calendar.
* Organisational skills for managing electronic information and diaries.
* Confidence using Microsoft applications and service‑specific systems (GIS, Uniform, Academy, etc.).
* Effective verbal and written communication skills, including reports and business cases.
* Ability to identify risks and manage competing priorities for self and team.
* Confidence presenting to a wide range of stakeholders and remaining professional under pressure.
