National Parks were designated in order to protect beautiful areas for the benefit of the nation. They came about as a result of the 1949 National Parks and Access to the Countryside Act, which put a legislative framework in place for the establishment of National Parks in England and Wales.
The Role
To be responsible for the day:to:day delivery of the Authoritys heritage and building conservation service and related development management and policy advice; To promote the conservation of the historic environment of the National Park and help ensure appropriate high:quality development; To ensure the service meets the needs of its users and performance targets are met.
Key Responsibilities
* To provide specialist building conservation advice and recommendations to the Development Management Team on listed building consent applications, conservation area consent applications and heritage related planning applications.
* To provide specialist heritage and building conservation advice on preapplication and other planning enquiries.
* To support the Enforcement Team in heritage related matters including unauthorised work to listed buildings and conservation areas, and the preparation of evidence for enforcement cases including Listed Building Enforcement Notices.
* To prepare an present reports to relevant Committees as appropriate in connection to planning/Listed Building Consent applications and other heritage matters.
* To provide advice to applicants, agents and the public on the appropriate conservation of historic buildings and related matters.
* To contribute to Appeal Statements and represent the Authority at Hearings and Public Inquiries as required.
* To monitor listed buildings at risk, develop a prioritized action plan and to give advice in relation to those buildings.
* To initiate and implement the preparation and review of Conservation Area Appraisals and Management Plans.
* To implement the designation of new Conservation Areas where appropriate and contribute to related design guidance.
* To support the work of the National Park Heritage Environment Partnership and development and delivery of projects and programmes to support the conservation of the historic environment in the National Park.
* To update and maintain databases on Listed Buildings and heritage assets, including a local list, and to give advice in relation to those.
* To provide heritage and building conservation advice in relation to the preparation of planning policy documents, including the Local Development Plan, Place Plans, and relevant supplementary planning documents including site development briefs/masterplans.
* To provide training to members, officers and other stakeholders, as necessary, in matters relating to heritage and building conservation.
* To increase public awareness of the Authoritys heritage service and develop and facilitate effective partnerships with statutory, non:statutory and community groups.
* Any other duty appropriate to the grade and nature of the post, as required by the Director of Planning and Place.
Skills and Qualifications
* A degree in a subject relevant to Building Conservation.
* Post graduate qualification in Building Conservation or other relevant subject
* Member of, or working towards Membership of, the Institute of Historic Building Conservation and evidence of continuing professional development
* A minimum of 3 years relevant experience in a building conservation environment related to Listed Buildings and Conservation Areas.
