Senior Private Sector Enforcement Officer
Job Description
An exciting opportunity has arisen within the Private Sector Housing Team for a Senior Private Sector Enforcement Officer. You will be responsible for regulating private sector housing in Dacorum, leading enforcement actions against landlords and liable parties to raise standards. The role also involves supporting landlords and tenants in the private rented sector to understand their rights and responsibilities, and playing a key role in preventing homelessness.
Your duties will include conducting inspections and fulfilling statutory duties related to private sector dwellings, including houses in multiple occupation (HMOs), to ensure compliance with standards. You will assess property conditions, identify hazards using the Housing Health and Safety Rating System (HHSRS), and determine appropriate enforcement actions in accordance with council policies and legislative powers. Additionally, you will provide guidance and mentorship to officers regarding casework and legislation, and lead on PACE interviews and court proceedings as required.
The role encompasses immigration visits, HHSRS inspections, HMO inspections and licensing, work on empty homes, enforcement actions such as prohibition orders, notices, civil penalties, and prosecutions against non-compliant landlords or liable parties.
Excellent communication skills, both written and oral, are essential, along with the ability to meet performance targets. You will support the Assistant Director and Team Leader, contribute to the council’s strategic priorities, and collaborate with other services and management to ensure coordinated service delivery.
