The Welsh Ambulance Services University NHS Trust is seeking an exceptional individual to take on the role of Change Manager. This is a unique opportunity to lead with purpose, drive meaningful change, and make a lasting impact on the lives of patients and staff across Wales.
The Change Manager will play a pivotal role in embedding effective change management principles and practices across the organisation, ensuring colleagues are supported through change and that benefits are realised.
Main duties of the job
As a specialist in change management, the postholder will:
a) Provide expert input to high-profile projects and programmes.
b) Lead on the development, implementation and refinement of the organisation’s change management approach, frameworks and tools;
c) Support the delivery of people-focused change across the organisation through impact analysis, stakeholder engagement, communication and evaluation.
d) Build capability in change management through developing resources, delivering training and nurturing a community of practice.
e) Evaluate the effectiveness of change interventions and support continuous improvement.
Operating at a national, cross-organisational level, the postholder will work autonomously within a framework of national and organisational policy, exercising expert judgement and collaborating with stakeholders across services and professions.

In line with the Trust’s Starting Salary Procedure, all applicants will start at the bottom of the band for the position applied for, but can apply for a higher salary if they have previous experience relevant to the position.
Detailed job description and main responsibilities
Service and Programme Delivery
1. Provide dedicated change management support to priority programmes and projects, working closely with project and transformation leads to deliver the people elements of change.
2. Undertake detailed change impact assessments and develop tailored change plans.
3. Apply evidence-based methodologies to ensure change is adopted, embedded and sustained.
Change Frameworks and Systems
1. Lead the ongoing development of the organisation’s Change Management Framework, tools, templates and guidance.
2. Build alignment between organisational change processes and national NHS change models (e.g. ADKAR, NHS Change Model, People Transition Frameworks).
3. Support the implementation of standardised approaches for stakeholder engagement, readiness assessment and benefits realisation.
Stakeholder Engagement and Communication
1. Engage and influence a wide range of stakeholders including clinical, operational and corporate teams.
2. Facilitate inclusive conversations about change, enabling diverse voices to be heard and considered.
3. Support the development of communication plans that are aligned to local needs and promote adoption of change.
Capability and Community Development
1. Develop and deliver training, workshops and resources to enhance change capability across the organisation.
2. Nurture and support a community of change leads and champions, promoting peer learning and sharing of practice.
3. Provide hands-on support to the Change Community in developing change plans, undertaking impact assessments and applying practical tools and approaches to their projects.
4. Act as an internal consultant, coaching project and operational teams on good change practice.
Evaluation, Analytics and Continuous Improvement
1. Measure and evaluate the impact of change interventions, using quantitative and qualitative data to inform improvement.
2. Promote learning through reflective practice, lessons learned and post-implementation reviews.

1. Ensure change interventions reflect EDI best practice and support an inclusive culture.
2. Contribute to wider organisational development priorities, working collaboratively with OD and People colleagues.

Finance:
1. Delegated authority to approve expenditure up to £500 for activity aligned to change management, which will be drawn from the Organisational Development (OD) budget.
Person specification
Qualifications and Knowledge
Essential criteria
* Accredited change management qualification (e.g. APMG Change Management)
* Educated to master’s level or equivalent experience
Desirable criteria
* Prosci Change Management or equivalent
* OD or project management qualification
Skills and Attributes
Essential criteria
* Expert knowledge of change principles, frameworks and models
* Excellent stakeholder engagement and facilitation skills
* Strong analytical and problem-solving abilities
* Excellent written and verbal communication skills, including report writing and presentations
* Ability to work autonomously and manage multiple priorities
* Standard Keyboard Skills
Desirable criteria
* Welsh language skills
* Familiarity with ADKAR change model
* Understanding of service improvement and LEAN principles
* Use of tools such as Miro, Mentimeter or similar for engagement

Experience

* Experience in a dedicated change management role in a large or complex organisation
* Proven experience of applying structured change methodologies

* NHS or public sector experience
* Experience delivering change in clinical settings
* Involvement in organisational or cultural transformation
* Experience with community building or peer networks
