The Head of Finance provides strategic financial management support to their assigned Care Groups. This includes leading on the financial aspects of all elements of care group business including planning, reporting and business development.
The Head of Finance is responsible for the efficient functioning, integrity, business focus and performance of the Care Group Financial Management Team (Finance Managers, Deputy Finance Managers and Assistant Finance Managers). The post holder is responsible for ensuring that the Care Group Financial Management Team is appropriately configured, and individuals within it possess the qualifications, skills, and training to enable them to meet customer expectations and required outcomes.

Main duties of the job
The post holder will identify, investigate, and advise on highly complex, contentious, and commercially sensitive strategic financial issues providing advice and guidance to all levels within the organisation up to and including Directors and with external partners including Integrated Care Boards, NHS England, and the Department of Health. The post holder will ensure effective support to Care Groups in pursuing their activities and in achieving the objectives and targets set for the Trust.
The post holder will lead on the development of the Care Group’s annual income and expenditure plan as part of the Trust’s overall annual planning process providing leadership, support, and advice at all levels. The postholder will identify risks and propose resourcing strategies.
The post holder will have overall responsibility for the development and maintenance of the systems and processes used to set and maintain the Care Group’s revenue expenditure budgets and reserves; to subsequently monitor and report on progress and to ensure that efficient and effective financial management controls are in place.
The post holder has responsibility for reporting, monitoring, and interpreting their Care Group’s financial performance against plan. This involves responsibility for the quality of the input and interpretation of financial performance into the monthly financial report to the Care Group Board.
The post holder is responsible for producing a forecast outturn position for the Care Group and advising managers on suggested actions for financial recovery if actual performance or forecast is deviating from plan.
The post holder will play a leading role in the development of business cases for the Care Group, including leading on the financial and economic elements of NHSEs 5 case model approach to business cases, employing sophisticated investment appraisal techniques for the more complex cases involving the provision and presentation of highly complex financial data.
The post holder has budgetary management responsibility including authorising expenditure. The post holder has managerial responsibility and accountability for all aspects of the Care Group Financial Management Team.
The post holder will ensure the efficiency, effectiveness, integrity and business focus of the Care Group’s financial management systems and processes, ensuring the continued review, development, and improvement of these.
The postholder will promote and help facilitate the Care Group’s QI agenda. This will include contributing to improvements to establish standard best practice and approaches across financial management. In addition, the post holder will ensure that the SLR system becomes embedded in the Care Group and that opportunities for improved efficiency are identified.
The postholder will retain responsibility for ensuring that any service level agreements relating to services provided or received by their allocated care group are regularly monitored, uplifted, or adjusted as required to ensure they are up to date and relevant.
The postholder will be expected to undertake ad hoc projects as required, including complex business cases, service reviews, deputising at meetings etc.
The post holder will provide training to budget holders and other managers and staff to ensure they have the skills and knowledge required to make informed decisions.
