Key Requirements: Degree in Estate Management, Surveying, or a related discipline. Member of the Royal Institution of Chartered Surveyors (MRICS) or working towards accreditation. Proven post-qualification experience in estates or asset management. Experience within the public sector is desirable but not essential. Strong working knowledge of landlord and tenant law, property valuation, and transactions. Understanding of public sector statutory duties, especially regarding Right to Buy and asset disposal. The successful candidate will deliver a comprehensive and professional estates and asset management service across the Council’s property portfolio, covering both housing and non-housing assets. The role includes responsibility for landlord and tenant matters, statutory valuations, and a range of property transactions that ensure the effective and strategic management of the Council’s land and buildings. Key Responsibilities: Manage all aspects of landlord and tenant work including lease renewals, rent reviews, terminations, and inspections. Provide estate management support across a wide range of asset types, including community buildings, offices, commercial premises, and housing land. Undertake statutory asset valuations for financial accounting purposes and in relation to property transactions. Carry out valuations and manage the disposal process for Right to Buy applications. Ensure compliance with relevant regulations including RICS Red Book standards. Prepare and manage transactions such as disposals, lease and licence agreements, wayleaves, and easements. Provide advice on the relaxation or enforcement of restrictive covenants and other title matters.
