Job description

Purpose of the Job:

To assess, design and implement highway maintenance and improvement schemes (supported by revenue or capital funding). To prepare and issue both tender documents and works orders to the term maintenance contractor in connection with the Sections' requirements, and to supervise the award of contracts, including liaison with third parties, and the agreement of payments

To manage the preparation and co-ordination of cyclic, long-term contracts and to deliver all schemes with a Asset Management approach, taking account of road condition survey data, national government and regional requirements and arrangements.

Main Responsibilities:

1. Carry out the duties of the Designer/CDM Co-Coordinator under CDM regulations.
2. To order, inspect and complete NEC4 Option A & C Target cost works for highways including structures, from raising orders through to final account.
3. To carry out all necessary calculations, and prepare drawings as required, with which to enable a contractor to tender for proposed works.
4. To award contracts in accordance with the Standing Orders of the Council, and to monitor and record performance by contractors.
5. Supervising highway contractors to ensure works are carried out in accordance with contract documents.
6. Contribute towards the requirements of the Local Transport Plan in respect of structural maintenance requirements.
7. Assemble and monitor budgets in respect of highway services.
8. Attend meetings with the public, Parish Councils and Parish Meetings, and others of a similar nature as may be required from time to time in connection with highway issues.
9. Arranging for material testing and conducting some in-situ tests.
10. Maintain and update inventory for Bridges and other highway related structures, including monitoring condition and state of asset, and identifying and reporting faults, problems, and their resolution.
11. Reporting upon and assessing insurance claims.
12. Complying with all quality management systems, quality procedures, working practices, and health and safety legislation (including CDM regulations), in so far as they affect 'design'.
13. Deal with emergencies and planned events outside normal working hours as required including work out of hours on a rota/standby basis.
14. Assisting with the organisation or operations to clear snow from the highway and to deal with other adverse weather conditions insofar as they may affect users of the highway.
15. To act in accordance with the principles set out in the Employee Code of Conduct and the Council's Values, recognising the duty of all public sector employees to discharge public functions reasonably and according to the law.
16. Take reasonable care for your health and safety and that of other persons who may be affected by the performance of your duties. Where appropriate you will safeguard the health and safety of all persons and premises under your control and guidance in accordance with the provisions of Health and Safety legislation and the council's Directorate codes of practice and procedures. You will exercise proper care in handling, operating and safeguarding any equipment, vehicle or appliance provided, used or issued by the Council or provided or issued by a third party for individual or collective use in the performance of your duties.
