About you:
You are a confident, resilient and approachable individual with a strong customer‑focused ethos and the ability to remain calm in challenging situations. You communicate clearly and professionally, using good judgement, negotiation and conflict‑resolution skills when dealing with members of the public.
You will have a good general standard of education, ideally including GCSE‑level Maths and English, and experience working in a customer service or public‑facing environment. Experience or knowledge of civil or parking enforcement, health and safety requirements, or relevant legislation such as the Traffic Management Act 2004 would be an advantage, but is not essential as training will be provided.
You are self‑motivated and organised, able to manage your workload and keep accurate records while working on your own initiative. You are comfortable using mobile technology and understand the importance of safe systems of work.
The role is physically active, so you must be able to undertake lengthy daily foot patrols. Flexibility, a “can‑do” attitude, and a willingness to support colleagues across services are essential. A full driving licence is required.
About the role:
As a Civil Enforcement Officer (Response), you will play a key role in keeping Exeter safe, clean and well‑managed. Working across the city, you will provide a multi‑task enforcement, patrol and incident response service, acting as a visible and professional presence in our communities.
Your work will be varied and people‑focused. On a typical day, you may be carrying out routine patrols, responding to incidents, enforcing council by‑laws and statutory regulations, or providing advice and support to members of the public. You will deal with issues including parking enforcement, environmental offences such as littering, dog fouling and fly‑tipping, and the occupation of council land or property.
You’ll be expected to record accurate information, prepare statements when required, and attend court as a witness. You will also respond to emergency incidents while on duty and, when needed, provide cover for colleagues within Parking & Enforcement and related services.
Above all, you will act as an ambassador for both Exeter City Council and the city itself, balancing enforcement with education, professionalism and a strong focus on community safety. The role involves regular foot patrols and working independently, always following health and safety procedures to ensure your own safety and that of the public.
About the team:
Small mobile team that enforces external carparks and maintain outside Pay and Display machines while checking that all external carparks meet safe working conditions with any faults being reported for repair.. also required to act as additional support for the Multi Story Carpark team assisting with problems that arise in these locations.
