Programme Manager

About the Role
As our
Programme
Manager
, you will oversee the end-to-end management of our vehicle fleet, ensuring safety, compliance, cost efficiency, and continuous improvement. You'll directly manage 5–15 drivers, providing regular feedback, 1:1 meetings, and full lifecycle management—including onboarding new hires as the company grows. You'll leverage telematics, digital tools, and process design skills to keep our drivers safe and our operations running smoothly, all while ensuring strict adherence to UK legal and regulatory standards.
This is a hands-on role: you'll need your own vehicle or regular access to one 5 days a week (ROWM will provide a fuel card). You'll also need the flexibility to travel throughout the UK to conduct vehicle inspections, swaps, and provide on-site driver support as needed. Be prepared for late evening availability to address urgent fleet issues that arise outside standard business hours.
Key Responsibilities
* Team Management:
* Lead, coach, and develop a driver team (5–15), providing feedback, conducting 1:1s, and managing onboarding, performance, and engagement.
* Safety & Telematics:
* Administer and optimise Verizon Connect. Monitor safety KPIs, investigate alerts, and ensure accuracy in logs.
* Driver Coaching:
* Translate data into tailored coaching plans; maintain compliant training records.
* Vehicle Inspections & Mobility:
* Oversee daily checklists, audit submissions, conduct spot on-site checks.
* Travel throughout the UK for vehicle inspections, swaps, and on-the-ground support.
* Maintenance & Repair:
* Manage preventive maintenance and repairs, coordinating costs and scheduling.
* Fuel & Energy Management:
* Implement and oversee fuel/EV card programs (ROWM provides a fuel card), and pilot energy-saving initiatives.
* Incident/Claims Management:
* Oversee incident reporting, insurer liaison, and recommend mitigation strategies.
* Lifecycle Management:
* Build cost models, lead sourcing/leasing/disposal of vehicles.
* Equipment Control:
* Maintain asset registers and manage issue/recovery of fleet equipment.
* Incident & Violation Management:
* Track liability for fines/violations; recommend policy improvements.
* Vendor Management:
* Negotiate SLAs and drive value with suppliers.
* Data & Reporting:
* Produce monthly fleet health reports and use insights to drive improvement.
* Tech Enablement & Documentation:
* Streamline workflows with tech; organize all fleet documentation in Notion and relevant tools.
* Regulatory Compliance:
* Ensure adherence to VOSA, DVLA, tachograph, and UK transport regulations.
* Budget & Governance:
* Build and manage the annual fleet budget; escalate variances as needed.
* Flexibility:
* Be available to deal with fleet matters during late evenings when necessary.
What We're Looking For
* At least 1 year of experience as a Fleet Manager or in a related position.
* Familiarity with VOSA, DVLA, tachograph, and current UK road transport regulations.
* Proven experience managing and developing teams, ideally drivers.
* Ability and willingness to travel across the UK and be on-site regularly.
* Ownership of a vehicle or reliable access to one 5 days each week (fuel card provided).
* Flexibility to address urgent fleet issues into the late evenings, if required.
* Strength with telematics (Verizon Connect), documentation (Notion), and project management tools.
* Proactive, data-driven, process-oriented, and detail-focused.
* Excellent communication and leadership skills.
