Job Specification: Payroll Compliance Specialist

The Role
The main purpose of this position is to lead the end-to-end monthly payroll service, ensuring the payroll cycle is delivered accurately, on time, and in full compliance with public sector policies and statutory obligations.
Key Responsibilities
* Overseeing payroll compliance checks to ensure accuracy, timeliness, and full adherence to legislative and organisational requirements.
* Managing statutory submissions to HMRC, pension schemes, and other regulatory bodies.
* Acting as the organisation's subject matter expert for payroll data analysis within Oracle HCM systems.
* Contributing to the design, configuration, and continuous improvement of payroll processes to support efficiency, transparency, and value for money across the public sector environment.
The Person
We are seeking a proactive and reliable payroll professional with strong technical capability and a keen eye for detail.
Qualifications
* Experience with Oracle Cloud HCM and payroll configuration (advantageous).
* High levels of integrity, professionalism, and discretion when handling sensitive data.
* Strong understanding of payroll legislation, ideally within local government or another complex public sector setting.
* Excellent numerical, analytical, and problem-solving skills.
* The ability to remain calm, organised, and focused under pressure—especially during payroll deadlines.
* A commitment to accuracy, compliance excellence, and continuous improvement.
