Overview
This is an exciting opportunity to lead a high-profile transformation programme that will shape the future of pharmacy homecare services across South East London. Working jointly with Guy's and St Thomas' NHS Foundation Trust and the South East London Integrated Care Board, the Senior Project Manager will deliver a system-wide programme to modernise, harmonise, and sustain homecare medicines services. The postholder will improve patient access, ensure financial sustainability, and develop a collaborative SEL homecare model. The role will engage with Chief Pharmacists, clinical teams, finance and commissioning colleagues, NHS England, community pharmacy, homecare providers, and patient groups to deliver lasting system change.
Responsibilities
* Establish programme governance, reporting, and stakeholder engagement structures.
* Lead prescribing harmonisation across Trusts and support pilots such as EPS/CLEO prescribing into community pharmacy.
* Develop and deliver a transformation roadmap for a collaborative or centralised SEL homecare function.
* Ensure robust financial planning, track VAT savings, and identify cost-effective supply models.
* Coordinate with pharmacy clinical teams, finance, commissioning, NHS England colleagues, and patient representatives to deliver sustainable change.
* Oversee development of performance dashboards and KPIs to monitor milestones and system benefits.
* Ensure programme delivery complies with NHS legislation, governance frameworks, and Trust policies.
The role requires strong partnership working, programme management expertise, and the ability to engage senior stakeholders to achieve system-wide improvements.

Job description
Role purpose: The Senior Project Manager will lead the South East London Pharmacy Homecare Transformation Programme, in partnership with GSTT and the SEL ICB, delivering a sustainable, consistent and collaborative approach to homecare services across SEL, improving patient access and ensuring financial and operational resilience.
Key responsibilities
* Programme leadership: establish and manage governance, reporting and stakeholder engagement structures; provide assurance on delivery to GSTT and SEL ICB leadership.
* Prescribing harmonisation and service redesign: coordinate standardisation of prescribing processes across SEL Trusts; support pilots such as EPS/CLEO prescribing into community pharmacy; progress development of a centralised SEL homecare function.
* Financial management: ensure robust business cases, monitor budgets, track VAT savings and cost efficiencies; oversee procurement and commissioning processes that deliver value for money.
* Stakeholder engagement: work with Chief Pharmacists, pharmacy clinical teams, finance and commissioning colleagues, NHS England, community pharmacy, external homecare providers, and patient groups to co-design and deliver sustainable models of care.
* Performance and evaluation: oversee development of performance dashboards and KPIs; manage risks and interdependencies; monitor delivery against milestones; embed lessons learned into programme improvement.
* Strategic leadership: develop the SEL homecare transformation roadmap, aligning with system priorities, national policy, and patient needs.
The role requires significant programme management expertise, excellent relationship-building skills, and the ability to deliver complex transformation across organisational boundaries.
Person specification
Qualifications / Education
* Essential: Relevant MPharm or equivalent professional qualification as a Pharmacist or Pharmacy Technician with the GPhC
* Essential: Registration with the General Pharmaceutical Council (GPhC)
Desirable
* Postgraduate qualifications in Clinical Pharmacy Practice (PGCert, MSc or equivalent)
* Member of relevant professional groups (RPS, UKCPA)
* Project management qualification or relevant experience
* Leadership or management qualification (or underpinning knowledge)
Knowledge and Experience
* Essential: Experience of working with clinical specialties that rely on homecare services to provide medicines
* Essential: Knowledge of the homecare commissioning landscape and how homecare services support NHS care
* Essential: Knowledge of the wider NHS landscape and introduction of ICBs/ICS structures
* Essential: Evidence of leading successful project and/or operational performance and improvement; including business case preparation, service initiation/commissioning, contract negotiation, and development and monitoring of measures
Desirable
* Experience of managing organisational change and redesigning services
* Extensive project management experience in large complex organisations with multi-stakeholder change
Skills and Abilities
* Excellent organisational skills; ability to prioritise, meet deadlines and delegate
