Head of Payroll & Pensions


Job Overview

Be the strategic lead responsible for Lewisham Council’s payroll and pensions services, encompassing approximately 3,000 Council employees, 3,000 School employees and 28,000 pension members (active, deferred, pensioners). The Council’s annual payroll is over £170m with the Lewisham LGPS valued at about £1.85bn.


Key Responsibilities

* Lead the Finance Leadership team’s payroll and pensions function, setting direction and ensuring an efficient, effective, and responsive service.
* Ensure data integrity within the Payroll Oracle Cloud system, Altair pension system and other legacy data repositories, implementing regulatory updates and maintaining system integrity.
* Serve as the principal expert on payroll and pension matters, advising senior management and stakeholders on policy, legislation and operational implications.
* Act as the subject‑matter on the complex legislative framework governing the LGPS, including regulations and acts such as LGPS Regulations 2013, Transitional Regulations 2014, Pensions Act 2004 and 2011, Public Services Pensions Act 2013 and the Data Protection Act 2018.
* Strategically lead the engagement, contract management and re‑procurement of external LGPS Fund actuaries, overseeing the tri‑ennial valuation process.
* Develop and manage the schools payroll SLA services and pension administration for admitted and scheduled employers within the Lewisham LGPS fund.


Qualifications

* Strong intellectual grasp of local government policy related to statutory payroll and pensions administration.
* Detailed knowledge of Local Government Accounting regulations, codes of practice and audit requirements.
* Experience implementing and operating electronic payroll and accounting systems.
* Understanding of current challenges and opportunities in local government.
* Substantial experience working in a dynamic, large public or private sector organisation.
* Thorough understanding of LGPS regulations and administration.
