Your new role
You will take responsibility for leading and managing the Council’s procurement and purchasing services. You will oversee all procurement activity, includingplex and high‑value projects, ensuring that every process meets legislative requirements, best practice standards and the Council’s own Contract Procedure Rules. A significant part of your role will be to provide expert professional advice on procurement law,ernance, contract development and insurance matters to staff across the Council, including senior managers and elected members.You will lead and support your team to deliver an efficient, responsive and customer‑focused service, ensuring that staff training, performance management and professional development are prioritised. You will maintain and develop the Council’s procurement portal, managepliance, oversee evaluation processes and ensure robust audit trails are in place. You will ensure adequate cover is in place, manage risk, and represent the Council within the Insurance Forum. You will also prepare corporate documentation, contribute to policy development and present reports to Boards and Council as required.

To succeed in this role, you will need a thorough and up‑to‑date understanding of procurement legislation, regulations and best practice. You should have experience managingplex procurement processes within a regulated environment and be confident in providing authoritative advice to senior colleagues and stakeholders. Strong leadership skills are essential, as you will be responsible for guiding, developing and motivating a professional team.Success in this role also requires excellentmunication and organisation, the ability to analyse and interpretplex information and the confidence to make sound decisions in situations that demand accuracy andernance. You will be expected to manage budgets, systems andpliance processes effectively while maintaining confidentiality and high professional standards at all times.
