Job Summary
Emergency Preparedness, Resilience and Response (EPRR) Function is a small component within corporate operations, supporting Walsall Healthcare NHS Trust in anticipating, preparing for, responding to and recovering from incidents and emergencies. When fully utilised, it underpins the resilience and ability to retain critical services in challenging circumstances for the Organisation. Job Responsibilities
* Work with the Head of EPRR and the Communications Team to ensure an appropriate and pro‑active communication around services.
* Represent the Trust in communication with external agencies, attending external meetings and maintaining day‑to‑day written, electronic and telephone contacts in a knowledgeable and professional manner.
* Identify and refer key emergency planning issues – particularly safety, compliance and political sensitivities – to the Head of Function and Chief Operating Officer.
* Contribute to the implementation of organisation‑wide and national projects impacting services.
* Be the expert on emergency planning matters providing advice, guidance, facilitation and practical support to a wide range of staff, and giving assurance to the Board through the EPRR Steering Group.
* Support the Head of EPRR in the development and delivery of the Trust’s emergency preparedness and resilience function, improving standards across the organisation and providing leadership on specialist issues.
* Support the delivery of emergency preparedness and training exercises for the Trust and its resilience partners.
* Provide Emergency Planning support to the organisation and cover for the absence of the Head of EPRR.
* Design, arrange and coordinate training scenarios to measure the Trust’s preparedness and meet national requirements.
* Ensure the Trust learns from all incidents and exercises.
* Be available to support senior management, including tactical response during incidents or emergencies.
* Maintain, update and audit emergency planning policies and procedures; monitor, review and evaluate them annually, recommending any needed changes.
* Coordinate and monitor emergency planning activities, ensuring compliance with current legislation, NHS guidance, training, health and safety standards, codes of practice, Trust policies, regulations and budget.
* Audit and deliver EPRR training within the Trust as required.
* Build effective relationships with external and multi‑agency partners.
* Work on own initiative to deliver agreed departmental objectives in specific areas.
* Produce and monitor regular performance and status reports to the Board, ensuring functions achieve key performance indicators (KPIs).
* Provide timely reports on emergency planning services performance, budget, national and local specifications, and standards to the Head of EPRR, ensuring returns to external bodies are accurate and timely.
* Investigate incidents, untoward events and complaints, maintaining records and disseminating learning across the service.
* Handle complex and confidential information where agreement or cooperation is required.
* Undertake audits, reviews and research surveys to improve services, preparing high‑standard reports, data, presentations and viable business cases for new proposals.
* Operationally lead and support the Emergency Planning service.
* Provide clear leadership, be a positive role model, and promote the Trust’s vision, strategic aims and values.
* Develop and maintain a positive reputation for efficiency and operational responsiveness with key stakeholders.
* Take responsibility for continuous professional development and support staff training.
* Ensure Business Continuity across the Trust by maintaining up‑to‑date BIA and BCPs, and by testing and exercising them.
Person Specification
Qualifications (Essential)
* Good standard of education, to GCSE level (or equivalent).
* Educated to degree level or equivalent relevant experience or knowledge.
Qualifications (Desirable)
* Emergency Planning related qualification or evidence of ongoing professional development.
Knowledge (Essential)
* Ability to communicate advice and training.
* Keyboard skills, including intermediate to advanced Microsoft Office and Excel.
* Ability to prioritise and organise a large volume of work with frequently changing priorities, working systematically toward deadlines.
* Ability to converse with and win confidence of a diverse group of professional staff, managers and the public.
* Excellent verbal and written communication skills.
* Ability to analyse and interpret written information.
* Understanding of confidentiality and ability to maintain it always.
* Detailed understanding of the Civil Contingencies Act 2004 and relevant NHS guidance.
* Able to work on own initiative with awareness of boundaries.
Knowledge (Desirable)
* Flexible with an ability to multi‑task in a fast‑paced environment.
* Detailed understanding of emergency planning, business continuity, crisis management and risk management.
Skills (Essential)
* Good communication skills.
* Positive attitude towards improving EPRR and patient care.
