Responsibilities
* Prepare detailed analysis of cost estimates and forecasts provided by others.
* Analyse drawings, specifications, and scope documents to ensure comprehensive coverage of the DPs product.
* Ensure alignment with LTC cost estimating protocols and governance.
* Benchmark costs against similar major projects (e.g. HS2, Tideway, Crossrail 2).
* Work closely with delivery partners, design consultants, and client representatives.
* Support the development of Basis of Estimate (BoE) documentation and estimating plans for PCF stage gates and investment reviews.
* Maintain audit trails and documentation for all estimating activities.
* Support risk and contingency assessments.
* Use industry-standard tools (e.g. CostX, Candy, Excel, BIM-integrated platforms).
* Promote innovation in digital estimating and automation.
Qualifications & Experience
* Degree in Quantity Surveying, Civil Engineering, or Construction Management, or similar.
* Minimum 5 years’ experience in estimating roles on major infrastructure projects.
* Proven experience in estimating on infrastructure projects.
* Familiarity with IPA Cost Estimating Guidance, DfT TAG, and Green Book principles.
* Knowledge and/or practice of QCRA, QSRA, Risk workshops, managing and determining forms of risk.
* Excellent analytical and numerical skills.
* Effective communication and stakeholder engagement.
* Strong capability in first principles estimating and structured Basis of Estimate documentation.
* Proficiency in estimating software (e.g., CostX, PRISM, Excel-based models) and integration with planning and risk tools.
* Ability to use benchmarking data and market data to validate and challenge estimates.
* Ability to work under pressure and meet deadlines.
