Midlothian Council is seeking to appoint Construction Liaison Officers (Clerk of Works) for our major capital projects. This role will support the drive to meet the infrastructure needs of communities in Midlothian, Scotland’s fastest growing local authority area, and ensure the highest quality capital projects are delivered by liaising with contractors and design teams throughout the project lifecycle.
The post-holder will represent Midlothian Council on all major projects to ensure quality and compliance with design specifications, material control, workmanship standards, and quality control in all aspects of construction.
The Construction Liaison Officer (Clerk of Works) will be part of our in-house Development Team, overseeing the delivery of the Council’s capital programme, providing quality control and assurance for complex multi-million pound projects. The post-holder will act as a critical link between developers, contractors, the Development Team, and other stakeholders to ensure quality on site.
Knowledge
Essential criteria
* Diploma or Degree level qualification in relevant disciplines (construction, engineering, design, project management) with evidence of ongoing professional development.
* Clerk of Works ICWIC accreditation.
* Substantial experience in development, ideally in housing and learning estate projects.
* Knowledge of fire control measures, Building Regulations, and British Standards.
* Ability to read construction drawings, report writing skills, and high IT literacy.
Desirable criteria
* Designations such as CIOB, CABE, RICS, IFE considered.
* Additional qualifications in construction, engineering, or project management are advantageous.
* Specialist training in Passivhaus standard is desirable.

Position Details

Contract Status: Permanent
Hours of Work: 36 hours/week
Working Pattern: Monday to Friday, 7 hours 12 minutes per day
Salary: Minimum of £48,370.86 per annum, based on 36 hours/week over 52 weeks, with appointment at the first point on the salary scale.
Responsibilities
Compliance with the Public Sector Network (PSN) Code of Connection, including completing a basic/standard/enhanced disclosure check.
