The Data Sharing Lead is responsible for developing and overseeing our data sharing activities relating to requests received from external stakeholders as well as data sets we wish to publish proactively. The role covers everything from process and data to technical oversight, and includes engaging and collaborating with business colleagues, industry peers and external data stakeholders to deliver our data sharing service in line with regulatory mandates and industry projects. The role also supports the Head of Info Management in compliance activities required for Licence Condition 9.5 Data Best Practice Guidelines.
Responsibilities
* Inform and deliver the data sharing strategy and roadmap to ensure SGN provides the required services to data consumers throughout GD3.
* Ensure robust processes that align with and evidence compliance with Data Best Practice Guidelines, GDPR, and other regulatory mandates, including Data Triage and engaging Data Owners to assess value and risk.
* Work with business colleagues and data stakeholders to identify data assets for the Open Data Portal under Open Data licenses and for restricted licences.
* Act as Product Owner for the SGN Open Data Portal, maintaining its user‑centric design and overseeing ongoing product development and operational support.
* Ensure SGN’s obligations to provide data under restricted licences (e.g., to Data Sharing Infrastructure, NUAR, Scottish Improvement Service) are met in the most efficient and secure way.
* Collaborate with Data Governance and Compliance teams to incorporate requirements into all data sharing solutions.
* Engage with industry peers such as the Gas Data Collaboration Group to incorporate best practice into the SGN service.
* Stay abreast of the evolving data sharing landscape to source, prepare and provision relevant data assets.
* Conduct external engagement surveys with data consumers to gather feedback on the service and future requirements.
* Work with the Analytics and Insight team to develop automated data pipelines for sharing assets to enhance delivery speed and security.
* Engage with Legal, Compliance and Security teams where additional scrutiny and input are required for data assets and associated risks.
* Although not purely technical, perform necessary technical processes for publishing data sets and maintaining the Open Data Portal.
Qualifications
* Degree or higher‑level qualification in a relevant discipline, and/or equivalent experience in high‑performing data and IT functions within a regulatory environment.
* Credible experience working with data teams and understanding fundamental data constructs around governance and compliance.
* Excellent communication skills, able to influence all levels of the organisation and convey complex concepts to diverse audiences.
* Strong collaboration skills, with experience building relationships across diverse stakeholder groups.
* Awareness of data management tools and disciplines; knowledge of metadata management is a distinct advantage but training will be provided.
* Knowledge or experience in data compliance areas such as Digitalisation Licence Condition or GDPR is an advantage; training will be given.
* Strong problem‑solving skills and an inquisitive mindset.
