What's involved with this role: Temporary Contracts & Procurement Officer - Children’s Services Reference no: Bury 0008 A04A / 1 Pay Rate: £17.12 per hour PAYE Hours per week: 37 Monday – Friday, normal working hours Role Length: This opening assignment is for 3 months City: Bury, Greater Manchester Hybrid working Standard DBS disclosure required for this role The Contracts and Procurement Officer will play a key role in ensuring Children’s Services undertakes robust procurement activity, evidences transparency, value for money and commissions high quality services on behalf of children and young people. Key responsibilities: Contribute to the development of a robust procurement culture within the department. Contribute to the development and implementation of procurement processes and systems. Develop and issue contracts and tender documentation. Develop services to provide high quality and value for money. Negotiate fees, contracts and individual packages of costs Provide advice and support to Council Officers and Providers Manage and develop the provider market Develop positive relationships with providers. Implement and monitor providers compliance to the Councils Contracts. Lead on agreed activities in respect of internal and external communications. Contribute to the development, implementation and maintenance of procurement systems and processes to ensure effective monitoring of services. Qualifications: Professional qualification or NVQ level 3, or above, or equivalent, in a relevant area Knowledge & Experience: Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation. Experience of contracting and procurement. Experience of developing and monitoring outcome based contracts and specifications. Experience of building and maintaining relationships with a wide range of people including customers, relatives, carers, providers and regulators. Track record of successfully negotiating contracts. Understanding of social care, health and learning related support issues and current policy drivers. Good understanding of procurement regulations. Good understanding of the contract monitoring process. Experience of contracting and commissioning, ideally with a Local Authority background and children's social care Experience of procuring services for customers with a defined social care need. Skills & Abilities: Ability to write, review and negotiate contracts, service level agreements and service specifications. Excellent communication skills in one to one and group settings. Strong negotiation skills. Ability to analyse and evaluate financial and other numerical information to form judgements about performance, quality and value for money. Project management skills. Ability to manage and prioritise work to meet key business objectives and priorities. Ability to deliver improvements and efficiency savings Report writing skills.
