Overview

Engineering Policy & Enablement Manager - UKIFS. STEP (Spherical Tokamak for Energy Production) is the UK’s flagship programme to deliver a prototype fusion energy plant, targeting 2040. UKIFS will lead the delivery of the STEP programme and develop a fusion supply chain in collaboration with whole-plant partners and UKAEA as strategic partner.

Onsite working is expected for 3 days each week; flexible working options are supported. The salary for this role is £70,505 (inclusive of Specialist Allowance) plus excellent benefits including an outstanding pension. The closing date to apply is the 20th of October. This vacancy can be based at West Burton (Nottinghamshire) or Culham (Oxfordshire).

What you’ll be doing

The Engineering Policy and Enablement Manager will own the delivery of unified engineering governance in the form of policy and process across the STEP programme, working to implement strong, systems-oriented governance through digital PLM systems, structured documentation, and supporting tools. You will be the visible leader and subject-matter expert for engineering policy and tools, owning the hierarchy of policy, process and procedure, and developing the principles, frameworks and guidance needed for effective adoption across the engineering organisation.

By building strong relationships across functional areas, you will support technical, programme and operations leads in tailoring local processes while maintaining a consistent, programme-wide approach. You will promote a “policy-through-culture” model and embed policy principles into behaviours rather than relying on extensive documentation. Through collaboration with technical teams, programme management and whole-plant partners, you will enable scalable, standardised, and effective ways of working that underpin STEP’s success.

Your main areas of responsibility will include:

* Develop and implement key process enablers. Work within the UKIFS policy environment to create a policy, process and procedural framework that enables engineering governance at local and enterprise levels.
* Create materials such as templates, digital processes and briefings to enable policy adoption across teams.
* Collaborate with functional leads to develop fit-for-purpose governance reflecting local needs while maintaining plant-level cohesion.
* Work with WPPs to translate policy goals across Engineering entities via interfacing agreements and waivers.
* Drive policy adoption into digital tools to maximise engineering delivery and minimise documentation through PLM and the wider digital environment.
* Participate in tool selection, define templates, and be a primary stakeholder in tool setup for key compliance approaches (e.g., FMEA, HARA).
* Develop design-for-X principles (e.g., design for reliability, cost, certification).
* Enable processes and continuous improvement. Own through-life governance documentation, ensuring alignment with industry best practice and desired ways of working.
* Collaborate with whole-plant partners to understand the governance ecosystem and ensure governance is best-for-programme and efficient.
* Maintain governance horizon scanning to identify relevant practices from industry and other programs for potential adoption.
* Ensure proportionality, adoptability and scalability of engineering processes and maintain a best-for-programme mindset.
* Lead multi-disciplinary teams. Provide leadership over the integrated engineering policy environment, lead functional delivery teams, appoint and mentor process champions, and define how engineers demonstrate compliance to the Design Authority.
* Develop engineering governance values. Represent governance in broader enterprise conversations on culture; promote engagement across teams and champion transition to to-be state with change-management awareness; chair policy-related meetings and ensure lifecycle readiness.
* Embody a leadership mindset. Demonstrate leadership behaviours aligned with our culture, values and mission; foster an inclusive team environment; promote diversity and teamwork; act as a cultural ambassador; lead by example and make informed decisions.

Qualifications

Essential:

* University graduate in a STEM or applicable subject area.
* Experience in policy management.
* Experience in technical writing.
* Demonstrable stakeholder engagement and requirements elicitation skills.
* Experience undertaking engineering in a PLM-centric environment.
* Proven ability to define and shape systems from first principles and stakeholder requirements.
* Experience working in a diverse multi-party organisation.

Beneficial:

* Systems engineering experience.
* Experience in a safety-critical environment (e.g., aerospace, defence).
* At or working towards a relevant chartership.
* Knowledge of policy space including safety codes, systems implementations or software development.
