Job Introduction Lincolnshire County Council is expanding its Operational Asset Management service, and we have an exciting opportunity in Lincolnshire for a Highways Maintenance Engineer. You will be joining the organisation as part of a front‑line Operational Asset Management Team, helping to assess, maintain and improve Lincolnshire’s highway network through evidence‑based decision‑making and high‑quality technical support. About the team Lincolnshire County Council’s Operational Asset Management Team is responsible for the effective management of one of the largest and most varied highway networks in the country. We manage over 9,000 km of roads and 4,500 km of footways, along with the drainage systems and assets that support them. The team delivers a wide range of programmes, including carriageway resurfacing (with recycling and innovative techniques), surface treatments, footway improvements, drainage upgrades, cyclic maintenance activities, and Traffic Regulation Orders that support safe and efficient movement across the county. We work closely with the Local Highways Management Teams, who provide front‑line delivery and local insight, and with our external partners in the Lincolnshire Highways Alliance. Together, we plan, prioritise, and deliver maintenance programmes that keep the network safe, reliable, and resilient. About the role You will join our Traffic Regulation Order (TRO) team within the Operational Asset Management Team, taking responsibility for the delivery, coordination and technical oversight of Traffic Regulation Orders across Lincolnshire. This includes permanent, temporary and experimental orders that support road safety, traffic flow, parking management and the wider operation of the network. As a Highway Maintenance Engineer, you will lead the design, assessment and supervision of TRO‑related projects, ensuring compliance with statutory procedures, national standards and corporate requirements. You will work alongside Senior Technicians, Engineers and Senior Engineers, providing technical guidance and supporting the development of colleagues within the team. You will manage consultation processes, prepare technical reports, coordinate with contractors and partners, and ensure that TRO schemes are delivered to time, cost and quality. You will also undertake site inspections across the county to gather evidence, assess locations, and ensure that proposed restrictions are appropriate, safe and effective. This is a varied and influential role that combines technical leadership, project management, stakeholder engagement and operational delivery. You will be encouraged to bring forward innovative ideas, new ways of working and practical solutions that help us improve efficiency and deliver better outcomes for Lincolnshire’s residents. This is a hybrid role, offering flexibility in how and where you work. You will be expected to attend the office regularly to work with the team, and you will also carry out site visits across Lincolnshire. About you You will hold a HNC in a relevant discipline, or be able to demonstrate a strong level of technical knowledge, experience and practical skills gained within the highways sector. You may also hold, or be working towards, professional membership of an appropriate institution. You are innovative, forward‑thinking, and assured in bringing new ideas, improved processes and creative solutions to the team. You can work effectively in a dynamic and diverse team, with strong interpersonal and communication skills. You are comfortable engaging with council officers, councillors, contractors, partners and members of the public. You can build positive working relationships and contribute to the successful delivery of projects, supporting colleagues and helping to maintain high standards across the service. You are confident using IT systems such as Word, Excel and PowerPoint, and you are willing to learn specialist design, analysis and asset management systems used within the service. You are organised, self‑motivated and able to manage your workload to deliver schemes to time, cost and quality. You must be able to travel throughout the operational area.
