We are looking for an experienced Programme Data Officer to join the Programme Management Function within the Economy Directorate at the York and North Yorkshire Combined Authority.
The Organisation
The York and North Yorkshire Combined Authority was established as a new organisation in early 2024. It is a public sector employer with access to powers and funding to unlock transport and housing improvements, boost skills provision and help the economy transition to net zero for York and North Yorkshire. The Mayor also holds responsibilities in relation to Policing, Fire and Crime.

The pace at which YNYCA is developing is significant; we continue to successfully develop and grow our position within the region, securing and managing a wide range of government and local agendas. This growth requires us to have the right people, in the right posts, at the right time. To this end, we are seeking to appoint an exceptional officer to join our Programme Management Function and ensure we have a strong and flexible team to support the implementation of our work. The opportunity to extend the team follows successful planning of our Mayoral Investment Funds and a broadening of the scope of our work.
The Opportunity
As a Programme Data Officer you will support Programme Leads in the gathering of programme data (both financial and delivery), ensure its accurate recording and work to produce analytical reports and summaries to determine our operating progress and success (current and future potential).
Importantly you will:
* Be supporting your colleagues within the Programme Management Function, and across the wider Economy Directorate, to be more aware of our progress and impact in terms of financial and delivery performance; this will largely include working with a range of internal colleagues.
* Provide pivotal information to aid our strategic and operational planning.
* Be a critical support to Senior Programmes Manager in their discussions and presentation of information to Senior Leaders across the Combined Authority.
* Support Programme leads (within technical teams), to ensure compliance with all process, governance, assurance and audit requirements. Together ensuring as a department we deliver on time, in budget and aiding our monitoring and performance management.
* Have the confidence to work across multiple data sets derived from a wide range of projects and programmes, becoming familiar with the content of some of our core agenda's over time such as skills, business and community development opportunities
What you will bring
* Excellent communication skills, with a good political awareness
* Proven skills working with colleagues to achieve common goals
* Strong understanding of the importance and effectiveness of accurate data and its analysis, with a knowledge of handling information from a range of sources/providers, ideally in a local authority setting.
* A flexible approach with the ability to respond effectively to changing circumstances and work on your own initiative.
* The ability to build trusted relationships with colleagues.
* Confidence in managing and prioritising the demands of a complex and varied workload, taking responsibility for a range of functions.
* Excellent IT skills with knowledge of Microsoft packages such as Excel, Word, Outlook and PowerPoint, with the ability to produce clear and concise reports both written and visually.
