What's involved with this role: JOB TITLE: Strategic Lead - Highway Maintenance And Operations REF: NE Lincolnshire 5274163 Pay rate: £35.00 per hour PAYE Contract length: Anticipated 6 months Working Arrangement: Hybrid working for this role. The role: On behalf of a local council, we are seeking a Strategic Lead for the Highway Maintenance And Operations Team. You will work collaborating with key stakeholders and external partners to deliver the Council’s Highways and Operational Service. You will source all funding streams for the delivery of the Local Highway Plan strategy, working with the Head of Highways and Transportation in collaborating closely with the Mayoral Combined Authority and securing investment for the local area to achieve outcomes in line with Council plans. You will have significant experience within a Local Highway Authority or similar setting, with a comprehensive understanding of local highway governance, regulations, and operations. Key Responsibilities: Lead a multi-disciplinary group of professional engineers and technical support staff to delivery highway functions in, Street Lighting, Highway Asset Maintenance, Structures, Flood Risk, Drainage and Highways Operations Champion a safety-first approach for all staff and work sites. Provide leadership and support to ensure a place-based approach to the delivery of the highway service, improving elected member and community satisfaction. Lead the group of services on complex highway issues and asset maintenance best practice, provide expert advice and guidance on, works programmes, budgets, best practice and legislation. What the client is looking for: Significant experience within a Local Highway Authority or similar setting, with a comprehensive understanding of local highway governance, regulations, and operations. Proven track record of providing strategic leadership and direction, with a demonstrable ability to build, develop and inspire high-performing teams. Experience of developing, presenting and implementing highways strategies. Experience of working in partnership with a wide range of stakeholders, including contractors, members & residents to develop positive relationships Excellent Knowledge of highway related legislation, delivery, and best practice. Excellent relationship management skills with experience of working and negotiating with community representatives and delivery partners. Demonstrates awareness of best practice, industry standards and competencies in specialist /functional area and comprehensive understanding of local, national developments and other influences Excellent relationship management skills with experience of working and negotiating with community representatives and delivery partners. Ability to manage a complex workload and respond flexibly to changing circumstances. Effective communication, influencing, problem-solving, project management, and team leadership skills Ability to interpret legislation or policy and apply that appropriately in the delivery of a service Ability to manage teams to generate a good team working ethic and get the best from teams.
