An exciting opportunity has arisen for a Programme Manager to join NHS Lothian’s HealthRoster Team. Reporting directly to the General Manager for the management and control of the service resources, achievement of business performance objectives within quality standards
Interpreting and leading on the implementation of how NHS Lothian will prioritise local and national strategy and identify how the eRostering team will deliver the required outcome in the short, medium and long term. You will be operationally responsible for the implementation, management and operation of complex NHS Lothian wide electronic rostering systems and the linkages/interfaces with other business systems (including eESS, SSTS/ePayroll and Single Sign On). This will involve the transfer from the Board’s current paper based rostering systems to the new electronic system for all NHS Lothian staff.
You will be accountable for designing, driving and delivering a national transformational programme of change across multidisciplinary teams across NHS Lothian
Deputise for the General Manager, ensuring that there is a consistent and co-ordinated approach to the management of the service and external relationships
You will have a high level of autonomy and will work in a self-directed way within the parameters set for the post, responsible for prioritising workload and ensuring delivery of an effective and efficient service. You will have full discretion in how the eRostering systems are technically configured, and managed within Lothian to meet Lothian, regional and national priorities
If you have an Evidence of managing multiple services at a senior level, have a demonstrable track record of success in operational service management within a complex clinical multi-disciplinary environment, preferably in the NHS we want to hear from you!
Registered clinician or hold a first level business degree plus: Educated to SCQF level 11 e.g. Masters qualification in leadership/management or equivalent demonstrable operational experience
Demonstrable experience of service planning, performance monitoring, budgetary management
Evidence of leading and implementing service redesign and change, which relates to improved staff and patient experience and outcomes and achieves efficient and effective use of services
Experience of implementing and customising an eRostering system.
Significant experience of people management, detailed knowledge and application of Once for Scotland Workforce policies, processes and workflows.

As from 1/4/26, the Agenda for Change full-time working week will be reducing from 37 to 36 hours per week. However, there will be a corresponding increase in the hourly rate so that pay will not be affected.
