The way energy consumers engage with the market is changing, and Ofgem will play a vital role in ensuring they are protected whilst supporting a fair and effective sector. Following new government legislation bringing price comparison websites and energy brokers under our remit, we are seeking a Deputy Director – Third-party Intermediaries to help establish and lead this new area of regulation with real-world impact for consumers and industry alike.

Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the sector, driving toward Net Zero whilst protecting consumers, especially vulnerable people.

We’re offering a permanent opportunity to lead the development of Ofgem’s new Third-party Intermediaries regulatory function and help shape a regulatory area from the ground up.

This is a real chance to build something significant at a pivotal moment for the sector. You’ll operate at the coal face of regulation, seeing first-hand the difference your work makes to consumers whilst helping shape behaviours, standards and trust across a changing market.

Working closely with senior stakeholders across government, industry, consumer groups and Ofgem’s leadership, you’ll lead complex programmes, help navigate major cultural change and support the successful implementation of a framework that will have long-term significance for the energy sector.

You’ll bring significant leadership experience within regulation, including experience establishing regulatory approaches, frameworks or regimes within evolving or emerging policy areas. An exceptional strategic thinker and communicator, you’ll be comfortable influencing at Executive and Board level, building trusted relationships and leading through complexity and ambiguity. Alongside a strong track record of delivering major programmes, you’ll have the ability to build high-performing, inclusive teams and create the clarity, direction and support needed for people to succeed.

Following new government legislation, Ofgem has been appointed as the regulator for Third-Party Intermediaries (TPIs), including price comparison websites and energy brokers. Over half of energy consumers engage with the market through TPIs, and this new regime will address existing consumer protection gaps while supporting effective market functioning and economic growth.

This is a senior leadership role establishing regulation in a new and evolving area. As Deputy Director, you will shape the strategic direction for TPI regulation, develop and support delivery of a new regulatory framework, and develop organisational capability to support its implementation.

You will engage extensively with senior stakeholders across government, other regulators, industry and consumer groups, building trusted relationships and securing alignment at the highest levels, including Ofgem’s Board. Reporting to the Director for Consumer Protection and Competition, you will lead and support multidisciplinary teams to deliver a complex programme successfully balancing time, cost and quality.


Person specification

* Demonstrable experience of setting strategic direction to enable delivery in ambiguous or emerging policy areas. Proven ability to inspire others to achieve that vision whilst building and leading high performing, inclusive teams. (Lead)
* Ability to create regulatory strategies that embed deep insight into customers, markets and communities affected by our work, support organisational goals, and anticipate long‑term impacts of economic, political, social, environmental and technological trends.
* Highly effective communicator with strong experience of senior stakeholder engagement, including at Executive and Board level. Proven ability to build trusted relationships, influence and shape outcomes, and navigate challenging stakeholder relationships.
* Proven track record of leading delivery of complex programmes in fast-moving and ambiguous environments, often with interdependent priorities and trade-offs. Ensures teams are equipped with the tools, clarity and support needed to deliver high‑quality outcomes at pace.
