Permit Technician

Cheshire East Highways is responsible for managing over 2700km of highway network. Our aim is to deliver the highest possible standard of highway service throughout the Cheshire East area and deliver value for money to the residents and businesses. This role will assist the Network Management Team leader in supporting the Cheshire East Highways permit technicians to ensure compliance with all aspects of the New Roads and Street Works Act (NRSWA) 1991 and Traffic Management Act (TMA) 2004 and associated Codes of Practices, as it affects Cheshire East’s highway network.
The Role
1. To support the senior permit technicians in overseeing the inspection regime and related activities of the Network Management Permit Technicians, also to perform the duties of a Permit Technician associated with Statutory & Private Undertakers and Cheshire East highway works under the New Roads and Street Works Act 1991 (NRSWA), Traffic Management Act 2004 (TMA), and the Highway Maintenance Act 1980.
2. To co-ordinate, prioritise and regulate all activities on the highway network with a view to discharging the network management duties and ensuring the protection of the integrity of the street.
3. To effectively co-ordinate the highway network through the management of review of all permit applications received in-line with the West and Shires Permit (WaSP) Scheme. Also, to review and support the co-ordination in relation to Skips/Scaffolds/S50 road opening licences, S171 applications and road closures.
4. Liaise with members of the public, local elected council members, town councils and other local authorities on matters related to NRSWA and TMA to find opportunities for improvement and develop best practice.
5. To attend site/planning meetings and assist in facilitating major schemes across the Cheshire East Highways network area. To take a lead in supporting Statutory undertakers in delivering their works package with a view to creating minimal impact to the Network
About You
6. Knowledge of NRSWA/TMA Legislation, specifications, and relevant codes of practice (Desirable)
7. Experience working within a Local Authority environment (Desirable)
8. Experience of communicating with Local elected council members, members of the public, MP’s and affected stakeholders (Desirable)
9. Knowledge of systems such as Symology/Confirm/Street Manager or other street works system (Desirable)
10. Good IT skills especially Microsoft applications – Word, Excel, PowerPoint, Teams and Publisher.
