The position will be based at Abbey Wood (MOD) North with a transition to this location currently underway for those who are based in Andover. You will be required to occasionally travel and undertake work at Andover, and potentially other Armed Forces recruiting locations as advised at the time.

Job Summary

Headquarters Armed Forces Recruiting (HQ AFR) will deliver integrated tri-service recruitment for the Armed Forces to build and maintain force levels able to meet Defence outputs. The Armed Forces Recruiting Service (AFRS) contract has recently been awarded to Team Serco and collaborative transition activity has now commenced.

A role in HQ AFR is a superb opportunity. You will be at the forefront of a significant change, shaping the future recruitment for all three Services into a tri-Service delivery from 2027 and into steady state. Job Description

The post holder will sit within the HQ AFR Governance function, as part of the Communications and Secretariat team. The team carries out the Department of State duty within Armed Forces Recruiting and represents the Permanent Secretary’s policy advisory role. They are responsible for all AFR Parliamentary and Ministerial business and is the key bridge between the AFR, MOD Head Office and Ministers.

The nature and complexity of the Armed Forces Recruiting Service (AFRS) means that it is often in the public eye with commensurate requirement to ensure that Ministers and Directorate of Defence communications are kept up to date on issues likely to attract Parliamentary or media attention.

The role will support the team to handle all AFR Parliamentary and Ministerial affairs. Given the substantial Ministerial, public, and media interest in the AFR, the post holder must ensure the Directorate of Defence communications and Ministers are informed on issues likely to attract attention. The role will support coordination and delivery of consistent and coherent internal communications, collaborating with the single Services (Royal Navy, British Army, and Royal Air Force) and other stakeholders, including the AFR Supplier to provide core and tailored messaging. The role will forge relationships with all areas within recruiting to enable collaborative working.


* Support the Communications & Secretariat Lead to provide proactive and high-quality advice for both Seniors and Ministers on and including matters of policy, Parliamentary, and media interest, which can be relied on without question.
* Responsible for staffing of Parliamentary Questions (PQs), ministerial correspondence and briefings on recruitment, responding to Freedom of Information (FOI) requests and processing all returns, inclusive of Cabinet Office (CO) activities and reporting into Parliament.
* Actively participate in the development of the secretariat function within the HQ AFR, through engagement with the leadership team and stakeholders, testing and suggesting alternatives ways of working, and amending ways of working where appropriate.
* Support with the coordination and delivery of internal communications, in line with the AFR Strategy and Communications Plan, providing core content and messaging that can be tailored or appropriately targeted to specific audiences.
* Support in the development and maintenance of a stakeholder engagement plan.
* Responsible for building strong relationships with internal and external stakeholders and colleagues in the Directorate for Defence Communications (DDC).
* Lead in the production of an Annual Communications Plan.
* Facilitate the planning and delivery of all associated communication activities in line with the communications forecast, ensuring all messaging supports the AFR vision and mission whilst being consistent and coherent.
* Responsible for drafting and editing meaningful content for a range of communications channels, including intranet articles, intranet content, core scripts, lines to take, bulletins, management briefs and engagement activities, blogs, GOV.UK content, flyers, magazine articles, case studies, and social media content.
* Provide support to Crisis Communications and manage the associated digital platforms that represent AFR as required.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.
