Senior Commissioning Manager | 10320 | permanent contract | 37 hours per week | £56,912 to £62,618 per annum | Grade M | Norwich
Are you passionate about transforming lives and shaping the future of social care for disabled people of working age? Norfolk is embarking on an ambitious journey to redesign and improve services that truly reflect the needs, aspirations and strengths of the people we support, and we’re looking for a dynamic Senior Commissioning Manager to lead the way.
This is a pivotal role at the heart of our transformation programme. You’ll be responsible for leading commissioning activity across the entire Supported Living Portfolio, driving innovation, co-production and outcomes-focused service design. Working closely with people with lived experience, families, providers and system partners, you’ll ensure that services are inclusive, person-centred and sustainable.
Key Accountabilities
* Strategic Leadership: Lead the commissioning of services for disabled people of working age, aligning with Norfolk’s strategic priorities and national policy direction.
* Transformation Delivery: Drive the transformation of services, embedding strengths-based approaches, promoting independence, and enabling people to live fulfilling lives in their communities.
* Co-production & Engagement: Champion co-production with people with lived experience, carers, and stakeholders to ensure services are shaped by those who use them.
* Market Development: Work with providers to develop a diverse, resilient, and high-quality market that meets current and future needs.
* Performance & Quality: Monitor and evaluate commissioned services to ensure they deliver high-quality outcomes and value for money.
* Partnership Working: Collaborate across health, housing, education, and voluntary sectors to deliver integrated solutions and improve pathways of care.
* Innovation & Improvement: Identify opportunities for innovation, pilot new models of care, and scale up successful approaches.
What We’re Looking For
* A strategic thinker with experience in commissioning or service transformation within social care or health.
* A strong collaborator who can build trust and influence across complex systems.
* A commitment to equity, inclusion, and improving outcomes for people with complex needs who require additional support from social services.
* An analytical and outcomes-focused professional who can design and implement systems to monitor service quality and value for money, ensuring continuous improvement and accountability.
