The role As a Procurement Strategy and Development Advisor, you will provide specialist procurement advice to managers and operational colleagues, supporting efficient and compliant procurement activity across NRW.
All potential candidates should read through the following details of this job with care before making an application.
You will analyse expenditure, contract activity and other information to identify cost-improvement opportunities within Category spend and Delivery Plans, and produce clear management information to support decision-making.
You will help develop Supplier Development and Relationship Management by building strong stakeholder relationships and promoting collaborative working.
You will also support the delivery of e-Procurement and contract-management solutions, including contributing to strategy development, process improvements and staff training.
You will undertake business and market analysis to inform Category teams and influence the adoption of procurement policies and processes aligned with organisational and environmental priorities.
You will promote revised business processes and help embed the benefits of Supplier Development, Relationship Management and e-Procurement across NRW.
As an organisation we support flexible working.
You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment.
Any regular face to face meetings or training will be planned in advance.

What you will do Support the delivery of an integrated and professional procurement service in support of category management (and NRW corporate objectives), providing advice to clients on strategic procurement issues and contributing to the delivery of NRWs procurement strategy Analyse and develop a range of information within Procurement, to include a review of contractual agreements.
Provide Management Information and data via an analysis of a range of sources including NRW expenditure and contract activity.
Provide support to Procurement and Contracts staff by way of continuous improvement reviews, process enhancements, tools, template and guidance updates.
Build and maintain influential and collaborative relationships with internal customers to insure awareness of the opportunities, risks and best practice relevant to procurement, influencing the work of our internal customers to provide positive outcomes.
Provide specialist advice and guidance in order to manage commercial and sustainability risk, to improve ways of working and drive efficiency, as evidenced by savings and overall value.
Hold accountability under Committing our Money, ensuring robust, compliant and value for money outcomes.
Establish and maintain positive working relationships with the Welsh Government, the National Procurement Service for Wales, Sponsored Bodies, Agencies, service providers and other stakeholders.
Support the delivery of an integrated and professional procurement service, providing expert advice to clients on market analysis, supplier development & relationship management.

Your qualifications, experience, knowledge and skills In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.
Substantial experience with suitable qualifications in data, business analytics or statistics to demonstrate expertise in Management Information reporting.
The Chartered Institute of Purchasing & Supply (Level 4 or working towards within 2 years).
Transferable experience as a Procurement practitioner, in the application of knowledge and the specific requirements of the post.
Experience of influencing key decisions at a project level.
Transferable experience of undertaking and leading commercial exercises, demonstrating success with their delivery.
Transferable experience of undertaking engagement and collaboration with key stakeholders.
Welsh Language level requirements Essential: Level A1
