Role: Pre-Construction Utility Consultant
Salary: £60,000-80,000 (DOE)

Role Overview
Our client is a specialist multi-utility consultancy and delivery partner, supporting some of the UK’s leading commercial, residential, and mixed-use developers. They offer end-to-end services—from early-stage feasibility and utility strategy through to procurement, installation, and commissioning of electricity, water, wastewater, telecoms, and heat network connections.
They are widely recognised for their expertise in de-risking complex developments, particularly where existing utility networks require alteration in constrained environments such as dense urban regeneration sites. Roles & Responsibilities
Client Engagement & Proposal Development
* Work alongside senior colleagues to meet with developers and landowners, understand their technical needs and commercial priorities, and develop tailored proposals.
Technical and Commercial Advisory
* Liaise with utility undertakers, energy providers, and telecom operators to identify opportunities, risks, and costs.
* Communicate findings through clear, professional presentations, reports, and technical sketches.
Design & Coordination
* Prepare and coordinate utility designs with support from our in-house CAD and design teams.
* Produce tender briefs and define the tender strategy to our estimating team for your projects.
* Review and issue the tenders to the clients ensuring they meet the client requirements and our commercial standards.
Procurement & Contractor Management
* Develop scopes and specifications as part of Employers’ Requirements for procuring specialist contractors and utility providers for disconnections, diversions and temporary works.
* Manage procurement for both early enabling works and final connections.
Project Delivery
* Oversee critical enabling and new connection works, often in collaboration with project managers and cost consultants.
* Lead utility progress meetings, provide regular client updates, and issue instructions to contractors.
* Review as-built documentation, reconcile costs, and manage project closeout.
Commercial Awareness
* Track the project success and identify anything that can be done to improve our service and offering.
* Be part of a team that is focused on winning work and providing an excellent customer experience.
Accountability
* Take ownership of delivery across all pre-construction stages, under the guidance of senior management, using AIS Utilities’ full range of technical and commercial resources.
What We’re Looking For
We will be looking for you to demonstrate:
* Industry Experience – Proven track record in delivering utility connections, diversions, and infrastructure strategies for small, medium, and large-scale schemes in the UK.
* Technical Knowledge – Strong understanding of the requirements of electricity, gas, water, and telecommunications network owners.
* Sector Expertise – Experience working with multi-utility providers, iDNOs (Independent Distribution Network Operators), and DNO’s, GT’s, Water networks and Telecoms Networks.
* Project Background – Involvement in large, multi-disciplinary building schemes.
* Organisational Skills – Ability to manage multiple projects simultaneously, effectively prioritising and allocating your time.
* Client Relationship Skills – Proven ability to develop and maintain strong, long-term client relationships.
* Commercial Awareness – Solid technical and commercial understanding of the utilities industry.
* Communication & Networking – Ability to convey technical information clearly to varied audiences, with strong networking skills.
