Overview

Siemens Mobility is seeking a Bid Management Lead in the Bids and Tendering department. The role involves leading a team to deliver high quality, winning bids and coordinating with the project delivery team. The Signalling Bid Management Lead manages the Signalling bid team within the UK&I Rail Infrastructure business, ensuring governance and accuracy in strategy.

Responsibilities

* Lead a team of bid professionals to create winning tender proposals through the full bid lifecycle (Bid/No-Bid through to customer negotiation and Contract Award), for bids up to £500m, with an expected portfolio of £150m+ per annum. You may also lead some bids within your portfolio.
* Foster an inclusive team environment, ensuring all members are appropriately trained and competent to drive high performance.
* Champion continuous improvement in bid management and business development.
* Define and implement winning bid strategies with clear breakdowns of tender requirements and coordination of technical, commercial and financial aspects (including pricing structures and subcontract partnerships).
* Prepare, review and coordinate compelling tender documentation to ensure consistency, quality, accurate baselines for projects, incorporate lessons learned, and mitigate risks.
* Prepare review materials and coordinate the close-out of actions for individual tenders.
* Participate in pre- and post-bid negotiations with clients, covering technical, financial and commercial considerations, acting as the client single point of contact for the bid.
* Produce and deliver presentations (internal and client-facing) up to board level.
* Transfer knowledge from the tendering team to the Delivery team, verify the tender and achieve scope stability for handover to Delivery.
* Manage bid budgets accurately, ensuring Siemens RI company policies and quality assurance processes are followed, balancing governance with cost efficiency.

What we’re looking for

* Ability to manage multiple bids through corporate governance processes, including parallel approval workstreams (financial, technical, commercial, etc.).
* Experience with complex, international bidding and contract models.
* Significant bid management experience in a Railway Infrastructure context, preferably rail Signalling and power distribution.
* Strong understanding of how railway system projects are managed and delivered to influence, monitor and challenge all bid aspects (project management, finance, engineering, planning, delivery and commercial inputs).
* Commercial acumen to structure bids that present the offer effectively while minimising risk.
* Minimum 5 years of management experience to lead tender teams at senior project/manager levels.
* Strong customer focus and ability to manage complex client negotiations.
* Matrix management experience leading cross-functional teams (>10 people).
* Ability to influence and negotiate with stakeholders at all levels within Siemens RI and client organisations, maintaining strong working relationships up to board level.
* Excellent verbal and written communication skills.
* Proactive, high-energy performer used to working under pressure and tight deadlines.

Success measures

* Individual win rate

* Quality of tender documentation
* Customer feedback
