Directorate Support Manager Palliative and End of Life Care

The closing date is 27 October 2025

This is an exciting newly established post that will be responsible for managing all operational aspects of specialist palliative care activity, including the new Hospice@Home service.

The post will oversee operational activity and performance management of the service, ensuring the delivery of high quality, safe and effective services in line with national and locally agreed standards and make sure that all relevant qualitative and quantitative targets are delivered in a timely way and with the agreed resource framework.


Main duties of the job

Be responsible for managing all operational aspects of activity, referral and performance management and will work in conjunction with the Service Manager taking forward the key targets of the Care Group's Performance Dashboard, Local Authority Performance Indicators (where applicable) and service development.

Deputise for the Service as and when required, and work autonomously using own discretion.

Have managerial responsibility for all administration and clerical staff across all sites within their Directorate.

Work with the Directorate Management Team and Senior Officers in taking forward key targets in performance indicators.

Job responsibilities

Welsh Skills Desirable: This post is advertised as Welsh Desirable. This doesn't mean essential; whilst the candidate doesn't need to have skills in Welsh, we'll consider it an advantage when short-listing and selecting candidates. This isn't fluency, just Speaking & Listening skills at Level 3 (equivalent to CEFR B2) or above. Level 3 means basic conversations with patients about their everyday health.

Contribute to and support effective communication across the Care Group.

Develop and maintain effective systems of communication within the University Health Board, ensuring information and data reporting requirements are updated and available as requested.

Represent the Directorate at key meetings and forums within and outside of the University Health Board, and will feedback to the Directorate Management Team relevant information that is at times complex and sensitive.

Provide effective leadership to develop and build strong networks and relationships.

Be responsible for ensuring team members are briefed on changes within the service and providing feedback on clinical governance and performance issues to inform practice and service development.

Work with Clinical Leads to identify and assist in the development of forward-thinking health and social care administrative procedures to support care pathways.

Manage complex and sensitive information effectively demonstrating excellent communication skills, both orally and in writing.

Provide clear communication through chairing regular Team Leader meetings in order to support effective communication.


Person Specification


Qualifications/Knowledge

* Educated to Degree Level in relevant subject, plus Master's Degree in relevant subject or possess equivalent skills, knowledge and experience.
* Management Qualification or appropriate experience in a management role within the NHS.
* Significant expertise in Service administration.
* Knowledge of Myrddin/WPAS/WCCIS/FACE IT systems
* Knowledge of targets and waiting lists.


Experience

* Experience of performance management reporting within an NHS/Social Service environment and delivering targets within strict timescales.
* Experience of developing business processes and reporting systems.
* Knowledge of Myrddin/WPAS/WCCIS/FACE IT systems


Skills

* Excellent communication skills and the ability to communicate effectively with a wide range of partners.
* Ability to lead a team and foster effective team working across services and organisations.
* Ability to influence, negotiate with, and motivate senior managers and clinicians to assist in the development of forward thinking and joint working.
* A pro-active manager with the ability to manage change efficiently and effectively.
* Knowledge of targets and waiting lists.
* Welsh language speaking/listening skills at Level 3 or above.
