Regional Delivery (RD)

RD is a large, complex and geographically dispersed operation within the DIO covering circa. 58,000 assets, across over 500 sites and 275,000 Ha of freehold and leasehold estate in the UK and a further 580,000 Ha overseas; with a multitude of £multi-million contracts to manage. We deliver soft and hard FM services - building, maintaining, and servicing – across the majority of MODs built assets in the UK and overseas; hard and soft FM services across MODs Training Estate, including feeding, accommodation, range bookings, targetry support, management of the rural training estate and tenanted estates; administration of UK and Overseas utility contracts, bill payments, and recoveries; and management of the USVF Built Estate comprising c.4503 assets.

The Centre of Excellence (CoE)

The CoE allows Regions to focus on Regional responsibilities by leveraging knowledge from across Regional Delivery and DIO supporting functions to develop better solutions. It will be responsible for cross-cutting activities across our customers and will deliver a programmatic approach to provide enhanced support. It will embed more agile ways of working, develop lean processes and support defining and realising continuous improvement opportunities. The CoE will work across multiple stakeholders to gain insight, share and implement considered Learning from Experience, provide consistent and coherent advice and strategic direction.

This position is advertised at 37 hours per week.

Job Description

We have an exciting role in our Compliance & Safety Team, it is a small team of subject matter experts who are responsible for the development of a life cycle replacement portfolio for critical infrastructure assets across Defence. These are: Fuel, Gas and LPG, Fire, Asbestos, Electrical and Legionella.

The development of the programmes is prepared jointly with the Top Level Bugets (TLBs) and delivered through the Regions. Looking holistically across defence ensures value for money and encourages novel and off the shelf solutions. The portfolio is monitored by the Infrastructure Compliance Committee and the Infrastructure Joint Committee by regular briefings and submissions.

The Compliance Managers provide the expertise, pace and focus to deliver the critical assets portfolio by leading the Interventions Team to carry out validation exercises to ensure that the MOD estate meets statutory and mandatory standards, making critical assets safe and fit for purpose. Will take the lead in carrying out assurance investigations to ensure contractors comply with their contractual obligations and deliver in a consistent manner across the whole estate. The compliance investigations will cover high risk areas such as Asbestos, Electric, Fire, Legionella and Gas Management, Bulk Fuel Installations, MTFI, Environmental/Sustainability etc.

Your role will be to support the development of safety reporting and tools for TLBs. The focus will be to support TLBs development of their programmes of work to ensure a safe and compliant estate. The post holder will be supporting development and improvements in reporting functions, developing access and publishing accurate data.

Your role will include, but not be limited to the following:


* Promote strong working relationships both within the team and with other teams across DIO and MoD.
* Support to development and managing production of key safety reports for the CaS Team, Director RD and TLBs.
* Support the production and development of the Asset Safety Reports to communicate Compliance and Safety of the Defence Built Estate.
* Collection and processing of data related to the Safety programmes across MOD.
* Develop and deliver robust tracking and processes updates across several key compliance and safety areas.
* Develop and maintain progress trackers and Action logs, across Regional Delivery.
* Support engagement with Regional Delivery points of contact and creating cross-functional team networks.
* Encourage engagement with key Stakeholders regarding CaS activities.
* Support the delivery of RD Governance activity.

Person specification

The successful candidate must be able to demonstrate their experience and skills against the following essential criteria:

* Demonstrate experience of developing reporting based on several sources of information, able to analyse data to determine trend analysis.
* Demonstrate experience of engagement, face to face and written basis, with a wide range of stakeholders including Senior Management.
* Demonstrate experience of working on own initiative have great organisational skills and be pro-active in their role.
* Extensive experience of working with Microsoft Office 365, Word, Excel, Power Point and Power Apps.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
