We are currently recruiting for an Statistical Officer based in Belfast. The successful candidates will be required to start once the vetting paperwork, ANI clearance has been completed.

Start date: ASAP

Duration: 6 Months

Rate of pay: £24.59

Hours of work: Mon-Fri 9-5

Key Responsibilities:

Working in the RHI Scheme Management team with the oversight of the Grade 7 on the migration of encrypted Excel workbooks and SQL database backups from an external organisation to Department for Economy, ensuring secure handling and integration into the Department’s local infrastructure. The official will apply statistical and analytical techniques to support the development of evidence-based policy and operational decisions related to the RHI Scheme closure.
• Lead on the migration of encrypted Excel workbooks and SQL database backups from Ofgem to DfE, ensuring secure handling and integration into the Department’s local infrastructure.
• Create a plan and implement procedures to ensure data integrity throughout the migration process, including data cleansing, mapping of data to new system, validation, testing and deployment to test and live environments.
• Apply statistical and analytical techniques to support the development of evidence-based policy and operational decisions related to the RHI Scheme closure.
• Conduct data analysis using tools such as SQL Server Management Studio (SSMS), Excel, Power BI, or Report Builder to identify key trends, anomalies, and insights relevant to scheme closure.
• Develop reproducible analytical pipelines (RAP) and dashboards to monitor scheme data.
• Liaise with Ofgem and internal stakeholders to coordinate the technical and logistical aspects of the migration.
• Assist in the development and implementation of a new RHI System to support the administration of RHI Closure payments.
• Work collaboratively with IT Assist and system development teams to support and oversee user testing during system development.
• Draft standard operating procedures, including those required for business continuity and data management.
• Draft protocols on the establishment of migrated SQL database to enable access to data
• Provide advice and assistance to DfE team on issues related to accessing data.
• As this is a developing area of work, other management streams may become apparent as work progresses.

Essential Criteria applicants must have:

Experience of working with large datasets, with an understanding of at least one data analysis tool (e.g. SQL, Stata, R, Python, Power BI, or advanced Excel), to produce workable solutions to novel issues within demanding deadlines.
5 GCSEs including English and Maths and a Degree certificate.

Excellent IT skills, including use of Microsoft Word and Excel.
Excellent communication skills.
Proven ability to use own initiative.
