Job overview

We are looking for an experienced senior manager to lead and manager the countywide Perinatal Mental Heath Service, across Bedfordshire & Luton. You will have extensive practice, knowledge and experience within Community Mental Health Secondary Care Settings,

The post holder will have a successful track record of managing large community multi disciplinary mental health teams, working in collaboration with other primary and secondary health providers.

You will be accomplished in all aspects of Operational Management including HR, service delivery, performance, finance and setting standards of good practice.

Main duties of the job

You will lead the operational management of the Countywide Perinatal Mental Health Team in Bedfordshire & Luton, whilst working pro-actively with the Team to ensure safe and effective implementation of service developments relevant to the team. You will be responsible for the safe and effective management all operations in the team.

You will be required to work closely with the Assistant Director to develop the service in line with commissioner requirements and Trust objectives, consulting all key stakeholders, and positively reinforcing the expectations of the organisation through collaborative and dynamic management and leadership that is both supportive and encouraging in nature to enable the team to adapt to key changes smoothly

Strong leadership and ability to work collaboratively with partner organisations will be required in addition to having a good understanding of developing and maintaining healthy teams

Detailed job description and main responsibilities

Key Responsibilities:

You will have lead responsibility for continually improving the quality and performance of the service. The list below is not exhaustive but reflects the main duties of the post:

1. To lead the service, in collaboration with the Deputy Team Manager, Assistant Director, Consultant Psychiatrist, and Lead Clinicians to promote a culture based on principles of recovery, choice and personalised care.
2. To provide leadership for a large multi-disciplinary team, including psychologists, nurses, occupational therapists, nursery nurses, STR workers and social workers.
3. To directly manage the Deputy Team Managers
4. To ensure the service operates in line with agreed pathways, national and Trust policies and guidelines, and is focussed on the delivery of key performance and clinical outcomes
5. To co-ordinate the management of the teams, ensuring effective training, ongoing professional development and professional supervision is maintained for all staff and to ensure that the physical and mental health, safety and wellbeing of staff in the service is maximised, enabling them to make a positive contribution to their work and home lives
6. Leading and making contributions to quality improvement projects in a clinical setting
7. Working collaboratively across systems with key stakeholders
8. Management of staff including recruiting, supervising and performance managing staff within own and/or other disciplines
9. Management of resources, efficiency savings and financial recovery plans
10. To work closely with our well-established People Participation Group (Expert by Experience) and have a strong ethos of co-production
11. To participate in the Trust on Call Manager Rota

Person specification

Education/Qualification/Training

Essential criteria

12. RMN qualification and evidence of registration on Part 3 of NMC register or BSc (Hons) or equivalent
13. Evidence of post registration continue professional development, qualifications or equivalent experience

Desirable criteria

14. Educated to degree level
15. Dual qualified as RGN, midwife or Health Visitor
16. Qualification / training in additional specialist skills e.g. therapeutic / psychological interventions
17. Quality Improvement qualification (AF)

Experience

Essential criteria

18. Previous experience of managing a group of clinical staff
19. Previous experience of organisational change
20. Experience of service development, quality improvement and of bringing innovation and new ideas to practice
21. Experience of working within the NHS and with senior allied professionals, internal and external stake holders
22. Managing child protection issues.

Desirable criteria

23. Experience of leading or making significant contributions to quality improvement projects in a clinical setting

Knowledge and Skills

Essential criteria

24. Computer literacy
25. Excellent organisational skills - able to prioritise own work and manage own time.
26. Excellent oral and written communication and presentation skills and the ability to meet tight timelines
27. Excellent skills of conflict resolution, negotiation and facilitation
28. Acts upon service user and carer feedback and information to improve the way things are done taking personal responsibility for resolving
29. Ability to build relationships and negotiate satisfactory outcomes with internal and external Stakeholders.
30. Ability to concentrate for long periods of time, manages frequent interruptions, readjust and prioritise work load according to the needs of the service.
31. Anticipates and takes action in order to create and seize opportunities to avoid crises taking an overview of complex situations to generate new perspectives - 'thinks outside the box' identifies and implements quick wins where possible
32. Ability to review and analyse complex data and recommend a course of action and objectives and motivate staff to achieve them.
33. Very good knowledge of current and relevant local and national agendas that impact upon community mental health services and the wider health and social care system and the ability to understand and disseminate this knowledge to others
34. Sound knowledge and understanding of the Mental Health Act (1983/ 2007/ 2014/5), Care Act (2014), relevant national standards, No Health without Mental Health (2011) and other relevant national policies
35. Very good understanding of recovery principles and NICE guidance in relation to mental health community services and perinatal mental health and the ability to ensure that evidence based practice with clear clinical outcomes is embedded into practice
