This is your chance to play a key role in the process of funding the vital infrastructure that supports sustainable, thriving communities across the county. The Role: As a Principal Planning Obligations Officer, you’ll play a key role in managing and monitoring planning obligations secured through Section 106 legal agreements between the County Council and housing developers. This includes collecting developer contributions that fund essential infrastructure - such as new schools, transport and highways improvements, public rights of way, and waste management facilities - thereby supporting Hampshire’s growing communities. You’ll work within the wider Spatial Planning service, helping to ensure that both financial and non‑financial obligations are effectively monitored and fulfilled by developers in accordance with the terms of their agreements. This is a unique strategic role combining planning knowledge, financial oversight, and collaborative working. What you’ll do: You’ll interpret potentially complex legal agreements, manage financial contributions, and work closely with developers, local authorities, and internal stakeholders to ensure planning obligations are fulfilled. You’ll also prepare the County Council’s annual Infrastructure Funding Statement (IFS) and support the development of digital systems that track and report on the status of planning obligations. What we’re looking for: We’re looking for someone with good analytical skills, the ability to manage a varied workload, and the confidence to work with potentially complex legal and financial information, as well as the ability to build effective relationships with a range of stakeholders – both externally and within the county council Attention to detail, precision with data, confidence and a collaborative mindset are key to success in this role.
