Reporting to the System Director, Human Resources, the Manager, Human Resources provides consultation to facility leadership, department directors, and managers across South Texas Health System.
1. Provides HR guidance and expertise, acting as an employee advocate, change agent, and administrative expert in personnel matters.
2. Assists in managing functions such as policy interpretation, employee relations, engagement, retention, recruitment oversight, and recordkeeping/compliance.
3. Listens to staff concerns, investigates issues, and responds promptly. Coordinates problem-solving and grievance processes, advising managers on disciplinary actions and development of action plans.
4. Conducts audits to ensure data accuracy, creates tracking systems, and responds to data-related requests and issues.
5. Oversees onboarding, development, training, and needs assessments to promote employee engagement and retention. Provides initial and ongoing training for Recruitment and HR teams.
Location
This position is based at our Regional Office Center in Edinburg, Texas.

Qualifications
Education
* Bachelor’s degree in human resource management or related field from an accredited institution.
Experience
* 5-8 years of progressive HR management experience, preferably in healthcare. Labor relations experience is a plus.
Technical Skills
* Proficiency in Microsoft Office, ATS, HRIS, LMS.
Certifications
* SHRM-CP or HRCI-PHR preferred.
Skills
* Knowledge of HR disciplines, employment laws, labor relations, and healthcare regulations.
* Experience in high-volume recruitment, employee relations, engagement, and retention practices.
* Ability to handle sensitive information confidentially and communicate effectively.
