Hackney’s Housing Service is entering an exciting period of change, beginning implementation of the NEC Housing Management system as part of modernising services and ensuring they are resident-centric. We are building a multidisciplinary team across Housing and ICT, blending expertise in social housing, service design, data, and technology.

Our vision is to provide user-centred digital products that enable residents to access services efficiently and confidently. We design, test, implement, and iterate products used by thousands, including nearly 280,000 residents, and manage over 50 contracts for digital and technology services with third-party suppliers.
About the role
As a Digital Analyst, you will support the maximisation of digital tools' value, uphold council values on security, finance, inclusion, and sustainability, and contribute to building and configuring the NEC Housing application, with the first phase due in early 2026. You will participate in design workshops, work on the build and configuration, and support user acceptance testing, ensuring a smooth transition into operational support in 2026.
You will also support a multidisciplinary team, share expertise, and provide user support, including out-of-hours support on a rota basis.
Experience required includes:
* Delivery of new systems: design, implementation, and service catalogue improvements
* Technical expertise: maximising application capabilities, evaluating new technologies, and requirements definition, preferably with Oracle RDMS knowledge
* Service level management: monitoring SLAs and implementing improvements
* Stakeholder management: resolving issues, engagement planning, and relationship building
* Customer service/IT support: managing service channels and resolving issues
* Communication: conveying complex info clearly to diverse audiences
* Risk awareness: understanding and applying risk considerations
* Knowledge sharing: sharing expertise with others
* Security, privacy, ethics: understanding and applying relevant considerations
About you
We value experience in delivering, implementing, and supporting large applications, ideally in local government or social housing. Skills in problem-solving, communication, stakeholder management, influencing, collaboration, analytical thinking, and customer service are essential. We do not expect all boxes to be ticked but look for potential and a proactive approach.

Work location
Hybrid working with a minimum of two days in the Hackney Service Centre per month, with potential for more as arrangements evolve.
