Strategic Design and Transition Programme – Strategy Policy Specialist (Ref: 32182)

We seek a Strategy and Policy Specialist to join the Strategic Design and Transition Programme, working on the implications of the Independent Water Commission’s recommendations for the future of the EA. You will help shape the Agency’s design, develop strategic plans, and ensure we continue to protect the environment while supporting sustainable growth.
Key Responsibilities
* Provide balanced, evidence‑based advice to support future thinking around the IWC report recommendations, particularly the recommendation to create one single water regulator.
* Engage with colleagues across Government, the EA, and other regulators to keep all stakeholders informed and aligned.
* Challenge assumptions constructively, embrace diverse perspectives, and deliver in a fast‑moving environment.
* Maintain a flexible approach, assisting other programme projects and workstreams as needed.
* Actively contribute to the Programme team’s culture, promoting agility and resilience in high‑demand and ambiguous situations.
Team
You'll be an essential member of a small, motivated team working directly with the Strategic Design and Transition Programme Director and Deputy Directors. The environment encourages personal development and offers a supportive, collaborative atmosphere.
Experience & Skills Required
* Experience developing policy at central government, collaborating with specialists such as economists and scientists.
* Strategic thinking and decisive action skills.
* Excellent communication and engagement capabilities, translating complex information into actionable advice on short notice.
* Inter‑boundary working and influence at all levels.

The role is based in the EA Office, with a national location that accommodates a flexible working model. Travel and occasional overnight stays may be required.
