One of our local authority clients are currently recruiting for a Commercial & Procurement Manager. This is a temporary contract for 3 months with possible further extension based on budget and performance.
Main Purpose of Post/Job Summary
The successful candidate will be required to independently manage their workload and support and motivate colleagues to deliver high quality outcomes. They must be an experienced procurement and commercial manager with an extensive knowledge of services and construction contracts. In this role, they will be required to work closely with both internal stakeholders and external organisations. The successful candidate should be able to review contract models and be able to advise project teams of the options available to them.
This role involves an in-depth knowledge of contract management and delivering works within the budgetary constraints ensuring value for money and ensuring the Council’s resources are maximised and residents benefit from improved services and social value investment alike. The appointed candidate will also be expected to manage negotiations and contractual disputes on behalf of the council, reporting outcomes and impacts on governance, budgetary and contractual positions to the Head of Contract Delivery.
Duties and Responsibilities
* Develop and implement, in consultation with the Head of Contract Delivery procurement strategy to deliver the capital investment programme requirements and services contracts associated with compliance and other services contract.
* Ensuring all procurement exercises comply with the Council’s Contract Procedure Rules and the Public Contract Regulations 2015 where applicable.
* Ensuring appropriate approvals are in place in accordance with the Councils Governance framework, for the award of contracts and contract variations.
* Chairing tender evaluation panels, to ensure all tenders are evaluated consistently and good practice is adhered too and sitting on evaluation panels when required.
* Ensuring appropriate social value outcomes within contracts are achieved.
* Developing and implementing procurement to fully support and integrate Section 20 consultation and robust processes for enabling the home ownership teams successful leaseholder contribution recovery and/or successful defending leaseholder challenge at First tier tribunal.
* Ensuring a robust financial governance position is in place and adhered to across all projects.
* Providing budget forecast information to the Head of Contract Delivery, as required.
* Advise on appropriate forms of contract and contract amendments.
* Supporting programme managers regarding the valuation of contract payments and final accounts.
