Job Description
The role of Training Strategy Technical Lead will oversee the skills and qualifications of all seafarers working on UK vessels, including merchant vessels, fishing fleets, inland waterways, large yachts, tugs, and workboats. The MCA is also taking a leading role in enabling training for future technology, alternative fuels and autonomous vessels, both domestically and internationally.
This is a fantastic opportunity to support the delivery of the MCA's Strategic Objectives through the effective leadership and management to ensure that: seafarers choosing the UK Certificate of Competency have access to high quality, effective and relevant training and assessments, wherever they choose to study, ensuring all national and international standards and obligations are met.
Your Responsibilities Will Include, But Aren’t Limited To:
* Lead on developing and implementing the Maritime Skills Commission (MSC) Recommendations to Modernise Seafarer Education and Training.
* Lead on developing the UK’s Strategy to modernise the requirements of the STCW Convention and Code through proposing IMO papers and taking a key role in the comprehensive review of the Convention and Code. Use an evidence-based approach to formulate the UK’s strategy by considering the needs of the UK seafarer and the shipping industry.
* Support the Chief Examiner by attending branch management meetings and various stakeholder meetings, as requested.

Person specification
Essential Qualifications/licences:
* Master Mariner: UK STCW II/2 Unlimited Certificate of Competency.
* Chief Engineer: UK STCW III/2 Unlimited Certificate of Competency.
* A passport valid for international travel is required for this role.
Required Experience:
To be successful in this role you will need to have the following experience:
To succeed in this role, you are an enthusiastic individual who holds one of the advertised qualifications and has experience of working in a managerial role on board ship, or in a technical capacity of responsibility within the maritime industry.
You are a confident communicator and can successfully tailor your approach to suit the audience that you are working with, including the ability to present at high level meetings. You have excellent interpersonal skills and can positively work with others to achieve results. You are computer literate and are familiar in the use of IT office software.

Working hours, office attendance and travel requirements
This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your principal workplace (one of the locations cited in the advert) or, when required for business reasons, visiting stakeholders and colleagues, or carrying out detached duty in another DfT or agency workplace. The chosen principal workplace will be the designated place of work and any remote or home working arrangement does not constitute a change to the designated place of work or contractual terms and conditions. There may be occasions where you are required to attend above the minimum expectation. Occasional travel to other offices will be required, which may involve overnight stays.

Stage 1: Sift of CV and personal statement
At sift, you will be assessed against the following Success Profile elements:
* Experience – you will be asked to provide a CV (unlimited word count) and personal statement (750-word count). Please provide evidence of your Experience of the following:
* Your experience of leading or chairing working groups or strategic meetings.
* Your experience of making improvements or modernisation to make efficiencies.
* Your experience within a managerial role on board ship or a technical capacity of responsibility within the maritime industry.
The sift will take place week commencing 23rd June 2025.
Stage 2: Interview
At interview stage, you will be assessed against the following Success Profile elements:

* Technical – Marine Surveyor Competencies:
You will also be required to create and deliver a presentation to assess the Behaviours seeing the big picture and changing and improving, as well as the Technical skill of understanding of seafarer standards as applied to seagoing commercial vessels. Guidance will be provided if you are invited to interview.
The interviews will take place week commencing 7th July 2025.
This interview will be conducted online via Microsoft Teams. Further details will be provided to you should you be selected for interview.
