Role Purpose
1. To be a responsible member of the Service reporting directly to the relevant Team Manager for the provision of services.
2. To supervise up to 10 staff
Responsibilities
3. To undertake the full range of duties appropriate to the Section as required, being responsible for the completion of work programmes and tasks laid down by the Team Manager including the supervision and management of Lead Officers, Environmental Health Officers and Technical Officers or Assistants.
4. To manage staff through allocating work, determining priorities and monitoring performance to ensure the standards laid down by legislation, codes of practice, statutory guidance and Council policies and procedures are met.
5. To deputise for the Team Manager as required.
6. To make decisions upon and initiate appropriate action in cases where contraventions of statutory requirements occur, including the service of notices. To interpret and apply relevant legislation having due regard to Codes of Practice and official and professional guidance, and to make recommendations for enforcement action, preparing evidence in line with CPS Code of Practice, PACE and any other relevant legislation and guidance.
7. To act as a source of expertise within the Section, taking a lead on complex and contentious matters (including emergency action such as prohibitions), where necessary directing, accompanying and supporting Lead Officers, Environmental Health Officers and Technical Officers or Assistants on such cases. To make recommendations to the Team Manager on policy and devise procedures as requested.
8. To deal with complaints and matters raised correspondence, statutory documents and statistics relating to his/her area of work. To prepare reports for the approval of the Team Manager and the Head of Service, and attend meetings of Committees, working parties etc., as necessary
9. To approve specifications and tender documents for small works contracts and negotiate on variation orders and specifications with consultants, contractors and supervising officers as may be required.
10. To participate in the selection of staff and sit on recruitment and other industrial relation panels as required.
11. To keep up to date with relevant legislation, technical information, policies and techniques, and to undertake CPD to maintain competence, including completion of training courses as required
Requirements
12. Ability To Communicate Effectively Both Orally & In Writing To A Wide Range Of People
13. Ability to work as part of a team and Able To Work Under Pressure To Strict Deadlines
14. Broad Knowledge & Legal Knowledge Of Environmental Health Enforcement Matters Including Domestic Noise Control, Nuisance
15. Good Time Management Skills
16. Previous experience in similar role
17. Understanding Of Planning Application, Enforcement Work And Appeals.
18. 3 GCSE's, Grades A-C, or equivalent including English and Mathematics
19. A Degree or Diploma in Environmental Health or equivalent
20. Relevant professional level Qualification/Certification
Contract
21. 6 months contract with the option to extend
22. Rate's are negotiable for the successful candidate
