People Development Team Overview

The People Development Team (PDT) sits within HR in GLD and aims to ensure GLD has the people and capabilities it needs both for now and the future. We do this by providing L&D, careers and talent opportunities, interventions, engagement, advice and support to enable GLD to deliver on its strategy, purpose and vision.

The team performs core learning functions in the areas of leadership and line management, personal effectiveness development and corporate induction, and our Early Talent project (which includes Legal Trainees, Apprenticeships, Paralegals, and Outreach).

PDT is also involved in high‑profile change projects and initiatives against the backdrop of government and Civil Service priorities, GLD strategic priorities and business transformation.


Role

The Learning and Development Advisor will help GLD to create a positive learning culture, where L&D is prioritised, easy to access and aligned to our organisational goals and those of the Civil Service. Helping us create a learning, rather than purely training culture is critical.

The role aims to effectively plan, design, promote and deliver learning solutions and programmes across GLD. Working with both legal and cross‑function profession subject matter experts to ensure that our offer is aligned to the GLD vision and strategic outcomes. This includes:

* Advising on the full L&D cycle (plan, design, deliver and evaluate) across GLD – sharing best practice and expertise and promoting the application of the 70:20:10 learning model.
* Managing the promotion of courses, programmes and events; working with colleagues to design and implement communication plans.
* Supporting identification of skills development and learning needs across the organisation.
* Building e‑learning – designing and proofing content.
* Developing and administering the LMS, creating dashboards and pathways to make learning easily accessible to our full range of users.
* Managing projects effectively, ensuring timescales and delivery dates are met, maintaining accurate project documentation and acting as the single point of contact.
* Working with internal and external partners to design and develop learning solutions.
* Managing stakeholder and partner relationships.
* Collecting, collating and analysing data to inform decision making and diagnose areas for improvement.
* Ensuring that all activities contribute to the wider organisational priorities.
* Supporting wider PDT as required to ensure we provide a quality service that enables GLD to deliver its strategy.

Security Clearance Level

All GLD employees must hold BPSS security clearance. If successful for this post you must hold, or be willing and able to obtain, BPSS level security clearance.


Sponsorship and Visas

There is the possibility that GLD can provide sponsorship for skilled workers, as long as they meet the eligibility criteria set down under current immigration legislation. GLD does not guarantee sponsorship will be provided or that an applicant will be successful in gaining a skilled worker visa. It is the responsibility of the applicant to ensure they meet the criteria for sponsorship and to notify the Resourcing Team at the start of the onboarding process.

* UK nationals
* Nationalities of the Republic of Ireland
* Nationalities of Commonwealth countries who have the right to work in the UK
* Nationalities of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members of those nationalities with settled or pre‑settled status under the European Union Settlement Scheme (EUSS)
* Nationalities of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members of those nationalities who have made a valid application for settled or pre‑settled status under the EU Settlement Scheme (EUSS)
* Individuals with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020
* Turkish nationals, and certain family members of Turkish nationals, who have accrued the right to work in the Civil Service


Essential Qualifications and Experience

* Application of L&D theory across the L&D cycle.
* Experience in an L&D advisory role, continuous improvement role, project management role or equivalent.
* Experience with Learning Management Systems and learning design software.
* Influencing stakeholders and senior colleagues and managing expectations.
* Successful delivery of L&D programmes, events or equivalent projects.
* Effective presentation and facilitation skills.
* Highly organised and efficient.
* Highly effective communicator that builds robust professional relationships.


Desirable

* Working in a fast‑paced role with multiple tasks/projects running at once.
* Working under pressure, able to meet deadlines consistently.
* People manager able to nurture talent, taking time to coach, mentor and develop colleagues.
