Role and objectives

The Head of Public Spaces is a critical, newly created role designed to improve operational rigour, structure and scalability of the organisation. You will operate with a level of autonomy, working with the Service Director, to review and redesign systems, set KPIs and drive delivery across operations, logistics and supply chains.

You will lead the delivery of a core group of essential frontline services that directly impact the quality of life for residents. You will oversee the strategic direction and continued transformation of Waste & Recycling Management, Public Spaces, Environmental Enforcement & Awareness, and Facilities Cleaning while ensuring operational efficiency and continuous improvement.

You will provide direction in the development of infrastructure to deliver sustainable waste services as legislative requirements change, including the Deposit Return Scheme and Extended Producer Responsibility scheme. This includes procuring and managing new contracts to support the Council's aim to be net-zero by 2030.

You will work at all levels within the council including with Elected Members and other strategic leaders. The role presents opportunities for regional influence and cross-boundary collaboration with the Welsh Government and other Local Authorities in south-east Wales.


Responsibilities

* Review, rebuild and future-proof operations without disrupting momentum.
* Operate with autonomy and set KPIs to drive delivery across operations, logistics and supply chains.
* Lead delivery of frontline services in Waste & Recycling Management, Public Spaces, Environmental Enforcement & Awareness, and Facilities Cleaning.
* Strategically direct transformation and continuous improvement of these functions with a focus on efficiency.
* Develop infrastructure for sustainable waste services in light of changing legislation and schemes (Deposit Return Scheme, Extended Producer Responsibility).
* Procure and manage new contracts to support the Council's net-zero by 2030 objective.
* Collaborate across the council and with partner authorities and Welsh Government.


Qualifications and experience

• Track record in operational, resource, logistics and people management.

• Experience leading complex, multi-functional teams and driving service improvements.
