About the Role
An exciting opportunity has arisen for an Assistant Engineer within the Traffic & Safety Team at Leicestershire County Council. The role involves working alongside colleagues in the Traffic & Safety team, covering areas such as Traffic Management, Road Safety, Road Safety Education, Bikeability and School Crossing Patrols.
As Assistant Engineer you will support the Senior Engineer with the design, appraisal and delivery of all new traffic‑management and road safety schemes across Leicestershire, including small‑scale highway improvements such as new signing and lining schemes, Traffic Regulation Orders, Traffic Calming, Casualty Reduction schemes, highway public realm improvements and active travel projects.
The successful candidate will have proven experience at a senior level in an engineering setting, significant knowledge of legislation, policies, technical guidance and standards (TSRGD, Traffic Signs Manual, Traffic Management Act, CDM, LTN 1/20, etc.), and demonstrable experience of undertaking road safety audits, cluster site analysis and road studies with the production of technical and non‑technical reports and presentations.
The role also requires exceptional leadership skills, the ability to supervise a team in both technical aspects and performance management, excellent interpersonal skills, and the capacity to provide strategic and technical road safety advice to colleagues, members, partners and stakeholders, including handling escalations and complaints from residents.
Strong IT skills are essential, with fluid experience in AutoCAD for designing traffic schemes and the ability to interpret maps for scheme approvals and auditing. Proficiency in Microsoft packages is also required. The position is in a fast‑paced hybrid working environment with significant responsibilities, diverse priorities and challenging deadlines.
Qualifications
* A degree in an appropriate subject or equivalent qualification (e.g. BTEC Higher in Civil Engineering) plus demonstrable experience as identified below.
* Working in a commercial environment and delivering projects and programmes on time, to quality and at cost.
* Extensive and detailed knowledge of highway legislation and policies and procedures – Highways Act NRSWA, Traffic Management Act, Traffic Regulation Act, CDM, LTN 1/20, etc.
* Demonstrable experience in leading, developing, supervising and managing members of a team, both in technical aspects and performance management.
* Collaborative working with customers and key stakeholders to deliver outputs and outcomes.
* Connecting with communities and localities through listening, dialogue and understanding community needs.
* Excellent communication and presentation skills, including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services.
This post is covered by Part 7 of the Immigration Act (2016) and therefore the ability to speak fluent English is an essential requirement for this role.
