Role purpose

As the Senior Emergency Preparedness, Response and Recovery Officer you will work closely with the Civil Contingency Manager and be based in the new Emergency Preparedness, Response and Recovery team. You will liaise across all CTMUHB activities to support the development, maintenance and review of the resilience management, strategic risk assessments, emergency planning protocols and corporate business continuity plans.


Main duties of the job

* Emergency Preparedness, Response and Recovery (EPRR) including training.
* Business continuity management planning.
* Pandemic planning and response planning.
* Infectious disease outbreaks prevention and response planning.
* Local Authority engagement.
* Environmental health protection issues.
* Work with a range of organisations across South Wales reviewing and exercising multi-agency business continuity and emergency plans.
* Support the co-ordination and implementation of UHB business continuity planning, and assist operational directors with development, review and exercising of business continuity and emergency plans.
* Planning, implementation and evaluation of health protection programmes and initiatives in line with local and national needs and priorities, including emergency preparedness.
* Fulfil Civil Contingencies Act (2004) obligations as part of the Emergency Planning and Business Continuity Team.
* Oversee areas including EPRR training, business continuity planning, pandemic planning, chemical/biological/radiological/nuclear incident response, infectious disease outbreak prevention and response, antimicrobial resistance, Local Authority engagement, and environmental health protection.
* Flexibly assist in Major Incident or health protection responses as identified by the Civil Contingencies Manager/Assistant Director of Transformation.

Detailed job description and main responsibilities

Welsh skills desirable: This post is advertised as Welsh Desirable. It isn’t essential; Welsh language skills will be considered an advantage in shortlisting. Desirable level: Speaking & Listening Level 3 (equivalent to CEFR B2) or above.

* Hold a key position of expertise and influence in relation to Emergency Preparedness, Response and Recovery (EPRR) with a wide range of professionals/managers at all levels of seniority both within and external to CTMUHB.
* Participate in pre-planning and coordination between Welsh Government, local authorities and the NHS for preparedness for infectious disease and other public health emergencies.
* Be the contact point for other statutory agencies and partner organisations for emergency preparedness and business continuity.
* Work closely with public health, clinical infection prevention and control, and EPRR colleagues to risk assess and develop emergency plans.
* Identify, develop and maintain partnerships with communities and organisations to identify and manage risk.
* Contribute to the development and maintenance of effective local partnerships across organisational boundaries.
* Attend and represent CTMUHB from an EPRR perspective at Local Resilience Forum Health Sub Groups as required.
* Represent CTMUHB at local partnerships to maximise public protection.
* Provide specialist EPRR advice and support to others in knowledge, understanding and skills in emergency response and preparedness.
* Contribute to the development, implementation, delivery and evaluation of public health/health protection/emergency preparedness programmes to meet identified needs and priorities.
* Coordinate/manage a range of programmes/services; prepare reports, reviews and presentations on achievements/outcomes for stakeholders.
* Support prevention/promotion/protection agendas and develop action plans to support EPRR programme delivery locally.
* Establish/participate in local multi-agency partnerships and meetings; represent the UHB from a public health emergency resilience perspective during incidents and exercises.
* Proactively engage with the media within defined protocols.
* Provide training and leadership to support groups, communities and organisations to identify their health needs and formulate plans to address them.
* Provide specialist advice, training and support to enable other workers and organisations during emergencies/incidents.
* Support the Director of Public Health in providing public health advice, especially in responding to major incidents.
* Manage and supervise EPRR staff in line with personal development plan arrangements.
* Monitor programme budgets and participate in reflective practice and professional development.
* Develop personal professional practice within performance management and clinical governance frameworks.
* Contribute to county-wide policies and preparedness to deal with major incidents.
* Support the organisation in responding to unforeseen circumstances and training for CTM staff and partner organisations on emergency preparedness topics.
* Undertake development of the Directorate business continuity plans and coordinate associated risks.
* Implement evidence-based research within practice; collaborate with clinical colleagues to develop emergency plans and training needs.
* Plan, develop and coordinate corporate contingency strategies, plans, policies, procedures, protocols and guidelines.
* Support scheduling and executing emergency/contingency exercises across the UHB and analyse data to support decision making.
* Contribute to relevant research activities and provide support for current research findings related to EPRR.


Person specification


Qualifications and Knowledge

* Master’s Degree or equivalent in Public Health/Health Promotion/Health Protection/Allied discipline or equivalent professional qualification/experience.
* Broad understanding of health determinants, Civil Contingencies Act 2004 and relevant legislation; experience in public health/health protection/EPRR, resilience and related topics.
* Knowledge of emergency planning and business continuity methodologies.
* Diploma in Health Emergency Planning or Business Continuity.
* Information management and understanding of health data interpretation.


Experience

* Experience of managing risks and reporting.
* Considerable experience in public health/health protection/EPRR, resilience and related topics, including business continuity, contingency planning and incident management.


Skills and Attributes

* Excellent communication and analytical skills; data collection and analysis; ongoing professional/personal development.
* Ability to work with diverse professional partners and manage potentially conflicting perspectives.
* Experience in managing meetings, multi-media presentations, and training needs analysis/evaluation; IT skills.
* Ability to positively influence the actions of others.
* Welsh Language Skills (Level 3 and above/B2) are desirable for this role.
