JOB DESCRIPTION Title of Post: Finance Manager Deputy Principal Grade Reports To: Grade 7 Head of Finance Main Duties The Finance Manager reports to the Head of Finance and is responsible for the provision of financial and management information to the Executive and Senior Leadership Teams. The role holder will prepare budgets, production of financial information and annual accounts. They will also have responsibility for the management of finance and procurement staff providing day to day guidance and support to the Finance Department ensuring an efficient and effective service delivery. Building relationships with staff across the Office as well as with external bodies, including the DOJ, HMRC and NI Audit Office is key to the success of this role. Key Responsibilities Provide relevant and timely financial and management information, e.g. management accounts, cost centre reports and budget / forecast reports. Preparation of organisational budgets and monthly forecasts. Production of financial information as required for monthly financial reporting, quarterly monitoring reports and budget re-profiles and other returns to the Department of Justice (DOJ) and for meeting the requirement to provide other ad hoc financial reports to various stakeholders / third parties. Day to day management of the procurement function supporting the development of business cases and the provision of advice to managers. Ensuring procurement exercises are carried out in line with NI Public Procurement Policy and deliver value for money for OPONI. Assist in the preparation of the Police Ombudsmans annual report and accounts for audit and ensuring compliance with all other relevant guidance, and for completing the Whole of Government Accounts. Participation in both internal and external meetings, representing the Finance Department, as directed by the Head of Finance. Liaison with relevant external stakeholders. Assist the Head of Finance to complete annual pay remits and business cases for approval by DOJ and DOF, prior to the implementation of pay awards. Assist the Head of Finance with the development and implementation of modern financial systems including contribution to transition to cloud-based systems where possible. Responsibility for the organisations fixed asset register and portable asset register. Assist the Head of Finance with maintaining and reviewing finance and administration procedures in line with Police Ombudsmans policy, DOJ / DOF directives and the requirements of Government Accounting, HM Treasury and other relevant guidance. Responsibility for the management, leadership, supervision and support of staff within the finance and procurement function, including appraisal of performance and ensuring that the finance directorate provides best value and a professional service to the organisation. Deputise for the Head of Finance as required Responsible for records management within the Finance function, in line with General Data Protection Regulations (GDPR) and the Data Protection Act 2018. Essential Criteria Be a qualified accountant and have obtained full membership of one of the following: The Institute of Chartered Accountants in Ireland The Institute of Chartered Accountants in Scotland The Institute of Chartered Accountants in England and Wales The Association of Chartered Certified Accountants The Chartered Institute of Public Finance and Accountancy The Institute of Certified Public Accountants in Ireland The Chartered Institute of Management Accountants And have At least 2 years relevant practical post qualification experience in a finance department. Have at least 2 years practical post qualification working experience gained within at least two of the following: Demonstrable experience of preparing financial statements. Demonstrable experience of preparing management accounts. Experience of line managing staff. Desirable Criteria: Demonstrable practical experience in: The production of accrual based financial statements and accounts. Application of Financial Reporting Standards and / or development of accounting policies and procedures. Developing financial planning and budgeting systems.
