Location: Any Deloitte office location outside London (e.g. Birmingham, Leeds, Cardiff, Manchester), travel to London is on an adhoc basis

Duration: 12 months

Contract Start Date: ASAP

Role Purpose

We are seeking a highly experienced and dynamic Programme Manager to lead the end‑to‑end implementation of a strategic service and associated digital enablement. This is a high-profile, complex programme with technical system implementation, establishing a new service delivery model, implementation of new commercial agreements, and the potential sensitive transfer of employees via TUPE regulations. You will shape a strategic service that will impact our entire organisation, working with senior stakeholders across the business, IT, HR, Legal and external partners. You will be instrumental in transforming, driving efficiency, value, and an enhanced user experience.


Key Responsibilities:


* Programme Leadership: Provide comprehensive leadership for the entire programme lifecycle, from strategy and planning through to execution, monitoring, and successful delivery.
* Technical System Implementation: Oversee the selection, configuration, integration, and deployment of new technology platforms, ensuring they meet business requirements and integrate seamlessly with existing systems.
* Service Design & Transition: Design and implement the operational model for the new service, ensuring a smooth and efficient transition from current arrangements to the new service.
* Commercial & Procurement: Partner with Procurement to implement new commercial agreements with service providers, ensuring optimal value, service levels, and contractual compliance.
* People Transition (TUPE): Manage the entire TUPE process for transferring employees, ensuring full legal compliance, effective communication, and a supportive transition for all affected individuals.
* Stakeholder Management: Build and maintain strong relationships with senior stakeholders across all functions (e.g., HR, Finance, IT, Legal, Procurement) and external vendors, ensuring alignment and buy-in.
* Risk & Issue Management: Proactively identify, assess, and mitigate programme risks and issues, developing contingency plans and escalating where necessary.
* Budget & Resource Management: Manage the programme budget, resources, and timelines effectively, ensuring delivery within agreed parameters.
* Change Management: Develop and execute a robust change management strategy to ensure successful adoption of the new service across the organisation.
* Reporting & Governance: Establish and maintain robust programme governance, providing regular, clear, and concise reporting to steering committees and senior leadership.


Required Skills & Experience:


* Proven track record as a Programme Manager, successfully delivering complex, multi-faceted programmes within large, matrixed organisations.
* Demonstrable experience in leading large-scale technical system implementations, ideally involving SaaS or cloud-based solutions.
* Extensive experience in service design, operational transition and establishing new service delivery models.
* Strong background in commercial negotiation, vendor management and contract establishment.
* Stakeholder Management - Exceptional leadership, communication and interpersonal skills. Able to influence and engage stakeholders at all levels and experience of working with SteerCo
* Strong analytical and problem-solving abilities, with a pragmatic approach to delivery.
* Knowledge of programme management methodologies (e.g. MSP, PRINCE2, Agile).
* Ability to manage multiple workstreams, priorities and dependencies effectively.


Desirable Skills & Experience:

* Direct, hands-on experience with TUPE regulations and managing employee transfers in a programme context.
* Professional certifications such as MSP, PMP, or PRINCE2 Practitioner.
* Experience within the professional services industry.
* Experience with HR or people-related transformation programmes.
