About Bury Planning
Bury’s Development Management service is recognised as one of the top performing in the country. It has recently been used by the Planning Advisory Service as a case study for how to process planning applications efficiently and has been described as ‘offering a strong and professional service to the citizens of Bury’, in an independent peer review. It has also been recognised nationally in the Planning Awards as Team of the Year and nominated for Team of the Year with the RTPI.
The authority has a growth agenda for development and is seeking inward investment with many exciting schemes and masterplans for new development. This is demonstrated in the recently adopted Places for Everyone, which has allocated some of the most strategic employment and housing sites in Greater Manchester. This includes the Northern Gateway site, one of the largest employment allocations in the country, and residential sites delivering over 6,000 new homes. Additionally, there are town centre regeneration plans in Bury, Radcliffe, and Prestwich.
The Council’s Development Management service plays a vital role in delivering these sites, ensuring robust applications are submitted and processed smoothly through decision-making.
This role is career-defining, requiring an experienced Town Planning Development Management Team Leader to work alongside the Head of Development Management and an existing Team Leader. You will support and provide expertise to handle major development schemes from inception to determination, with a strong understanding of complex planning issues, planning law, and Environmental Impact Assessment.
About the role
The successful candidate will manage a caseload of complex major planning applications, including housing, regeneration schemes, and commercial developments, as well as infrastructure proposals. You will also supervise other planning officers, monitor their caseloads, and play a key role in team management.
Previous experience as a town planning case officer working with developers and the public on major schemes is essential. You should have in-depth knowledge of the planning system, especially in Development Management, strategic development delivery, and Environmental Impact Assessment work.

Normal working hours are 37 hours per week, typically during business hours. Depending on service needs, you may be required to work on a rota basis.
